Commissariats in the Peasants' Republic of Oberia are the equivalent of ministries or departments.

The Constitution outlines the structure of a few commissariats. The Supreme Commissar can create, modify and abolish new Commissariats as they see fit depending on the needs of the state.

== General structure ==
A Commissariat is led by a Commissar, who is appointed by the Supreme Commissar when they form a Revolutionary Government. Generally, the appointed Commissar has expressed an interest in the mandate.

The Supreme Commissar may revoke or convoke other Commissars at will. However, they may be submitted to a motion of confidence in the House of the People - and if a no-confidence vote wins, the entire Revolutionary Government will be disbanded and new elections will be made to find a new Supreme Commissar.

The '''Peasants' Republic of Oberia''' (Occitan: '''''Republica Paisana d'Obèria''''') is a country south of [[Hummland]] and east of [[Spansos Gaming]]. Known for its vast farmlands and its great agrarian projects, Oberia is a fast-developing country since its foundation.

== Etymology ==
The name ''Oberia'' comes from the Breton verb ''[[wikt:ober#Breton|ober]]'', which means "to make, to do", and descends from Latin ''[[wikt:opera#Latin|opera]]'', which means "work, exertion". As the country would rely on socialist thoughts and workers' rights, it felt right to name it after this.

The preferred pronunciation of Oberia is [oʊˈbɪɹiə] in English, and [uˈβɛɾjo] in Occitan.

The Occitanized form ''Obèria'' with a grave on the stressed vowel is considered valid, but rarely used to accomodate for those who cannot type diacritics.

== History ==

=== Founding ===
After joining the [[Coldba (Cuba)|Empire of Coldba (Cuba)]], citizen MAGNVS started great works for the wellness of the people of Coldba (Cuba). However, having fallen out of love with the cold climate of the country, MAGNVS set to claim land in a more sunny, warmer area where he could continue working. The flag was first designed on July 20th 2024, and the country was declared on July 24th, though the first blocks would only be laid in Oberia on July 27th, a day formally celebrated as Independence Day.

To this day, Oberia maintains peaceful and friendly relationships with Coldba (Cuba), the [[Port of Eras]] and [[Hummland]] for their help in developing the country in its first days.

==== Pèroi-West Showhen Islands dispute with Kyaw Cen and claim extension ====
When Supreme Commissar MAGNVS submitted Oberia's borders for recognition to nearby nations on July 23rd 2024, he inadvertently included the [[West Showhen Islands]], which were claimed by the [[Kingdom of Kyaw Cen]].

During the [[Supreme Commissar]]'s absence, [[Marcy I|Quing Marcy]] stated this was a reasonable ''casus belli'' to start a war - this led to a statement from [[KateThePanPlate|Kate, Empress of Coldba (Cuba)]], expressing that she would protect Oberia, as MAGNVS was a citizen of Coldba (Cuba) at the time. [[Namnak Xhesas]], [[Magistrate]] of [[Enkavak]], then warned that they would join the war on Kyaw Cen's side. Quite happily, the Supreme Commissar came back before the situation escalated out of control. It was then decided that the Western Showhen Islands would be ruled under a condominium between Kyaw Cen and Oberia, which only recognizes the local government of the Peasants' Republic of Pèroi Islands.

On July 28th 2024, Oberia seized the area that would become the Autonomous Regions of [[Cassorras]] and [[Selvas]] and the [[National Reservation of Vara]]. Since Kyaw Cen planned to declare a claim on the area, Supreme Commissar MAGNVS proposed that Cassorras would be the region where embassies would be established.

One of the first steps undertook by Supreme Commissar MAGNVS to develop Oberia was the establishment of its capital, the town of Oberia, right outside of the train line built by Kate and Hummus.

Since the first structures built in the commune were small shacks, it was named ''[[Las Cabanetas]]'', which means "the little shacks" in Occitan.

As of today, the commune has been established and is still being developed.

==== Project ''Ys'': establishment of the Autonomous Commune of Ys ====
A second project started by MAGNVS to make use of the stacks of dirt in his chests consisted in the expansion of an island near the shore of [[Còsta del Lhevant]]. Part of these stacks were used for the Pèroi Islands, but in a limited scale as per the terms of the condominium with Kyaw Cen.

The [[Island of Ys]] was expanded to make it suitable for settlement and the establishment of a second commune in the country.

Due to logistic difficulties and other developments, the project has been cancelled but discussions are currently ongoing in the House of the People to overhaul the area.

On December 14th, Supreme Commissar MAGNVS expanded the road network to the island of [[Finistèrra]], where the third commune of the country would be established. For the next two days, the Supreme Commissar would deforest and terraform the island for the construction of several buildings.

On December 16th, the road from Las Cabanetas to [[Plaja Suava]] was completed, linking two Oberia communes for the first time.

== Legal framework ==
[[Commissariats in the Peasants' Republic of Oberia|Oberia's commissariats]] are sometimes plenipotentiary, which means they can produce decrees that are integrated into the legislation of the country.

A decree can be made on a variety of subjects: granting or revoking citizenship, establishing a commune, etc.

Only constitutional commissariats are considered plenipotentiary, and as such only constitutional commissariats may issue decrees. These decrees must also be approved by the Supreme Commissar.

MAGNVS: Promoted PoE membership status

The '''Interŋational Workers' Association''', also known as the '''First Interŋational''' is a political international, or transnational organization, with the aim of uniting a variety of different left-wing socialist, social democratic, communist and anarchist groups and trade unions that are based on the working class and class struggle. Part of the listed goal is to promote greater cooperation and organization with various, previously mentioned, working class organizations of Ŋearth. It was founded on 24 September by [[Corneria]], [[Pua]] and [[Oberia]]. [[Pihi]] was grandfathered in due to its status as a puppet of Pua, however, Pihi is not considered a founding member.

The Interŋational has voiced support for Communist and Socialist parties, trade unions and workers' organizations in a number of non-member nations.

On Jan. 29th of 2025, the IWA formally invited new members to join it in the current situation of [[The Chilled War|rising tensions]] and [[Coup Sabah|other proxy conflicts]].

It was decided that the IWA wouldn't just consider ŋations as full-fledged members, but also political parties and unions. This decision was taken as a means of solidarity between like-minded political parties and unions across the Ŋərld, and as a direct consequence of Oberia and Pua's formal support of the [[Hummlandic Communist Party]] and [[Kyawcenni Communist Party]].

The '''Interŋational Workers' Association''', also known as the '''First Interŋational''' is a political international, or transnational organization, with the aim of uniting a variety of different left-wing socialist, social democratic, communist and anarchist groups and trade unions that are based on the working class and class struggle. Part of the listed goal is to promote greater cooperation and organization with various, previously mentioned, working class organizations of Ŋearth. It was founded on 24 September by [[Corneria]], [[Pua]] and [[Oberia]]. [[Pihi]] was grandfathered in due to its status as a puppet of Pua, however, Pihi is not considered a founding member.

The Interŋational has voiced support for Communist and Socialist parties, trade unions and workers' organizations in a number of non-member nations.

On Jan. 29th of 2025, the IWA formally invited new members to join it in the current situation of [[The Chilled War|rising tensions]] and [[Coup Sabah|other proxy conflicts]].

== History ==

=== Pre-foundation movements and foundation, then dormancy ===
Before the inception of the IWA, Oberia had already been a part of the Allied Allies of the Alliance, which is a looser organization of a smaller scale than the current IWA.

The idea of creating the First Interŋational came into existence after [[Oberia|the Peasants' Republic of Oberia]] formally extended their friendship to [[Corneria, Anarchist Workers Republic of|Corneria]] and [[Pua]], with the countries doing the same afterwards.

Peaches then formally declared the establishment of the First Interŋational, which did not amount to much at the time. Though not officially disbanded, the organization went into dormancy.

=== Reactivation and rapid expansion ===
In the aftermath of the [[Gu Sabah Insurgency|Gu Sabah conflict in Xarslasja]] and thinly veiled threats from certain ŊATO members and other ŋations that were perceived as expansionist by its members, the First Interŋational was reactivated and overhauled into the Interŋational Workers' Association on January 29th 2025. It was decided that the IWA wouldn't just consider ŋations as full-fledged members, but also political parties and unions. This decision was taken as a means of solidarity between like-minded political parties and unions across the Ŋərld, and as a direct consequence of Oberia and Pua's formal support of the [[Hummlandic Communist Party]] and [[Kyawcenni Communist Party]].

The organization then formally invited a selection of ŋations and political parties throughout the Ŋərld to join its ranks, most of whom accepted. All of the founding members and the new ones acknowledged that the IWA would need a clear organization and framework before going further.

== Etymology ==
The name ''Oberia'' comes from the Breton verb ''[[wikt:ober#Breton|ober]]'', which means "to make, to do", and descends from Latin ''[[wikt:opera#Latin|opera]]'', which means "work, exertion". As the country would rely on socialist thoughts and workers' rights, it felt right to name it after this.

The preferred pronunciation of Oberia is [oʊˈbɪɹiə] in English, and [uˈβɛɾjo] in Occitan.

The Occitanized form ''Obèria'' with a grave on the stressed vowel is considered valid, but rarely used to accomodate for those who cannot type diacritics.

== History ==

=== Founding ===
After joining the [[Coldba (Cuba)|Empire of Coldba (Cuba)]], citizen MAGNVS started great works for the wellness of the people of Coldba (Cuba). However, having fallen out of love with the cold climate of the country, MAGNVS set to claim land in a more sunny, warmer area where he could continue working. The flag was first designed on July 20th 2024, and the country was declared on July 24th, though the first blocks would only be laid in Oberia on July 27th, a day formally celebrated as Independence Day.

To this day, Oberia maintains peaceful and friendly relationships with Coldba (Cuba), the [[Port of Eras]] and [[Hummland]] for their help in developing the country in its first days.

==== Pèroi-West Showhen Islands dispute with Kyaw Cen and claim extension ====
When Supreme Commissar MAGNVS submitted Oberia's borders for recognition to nearby nations on July 23rd 2024, he inadvertently included the [[West Showhen Islands]], which were claimed by the [[Kingdom of Kyaw Cen]].

During the [[Supreme Commissar]]'s absence, [[Marcy I|Quing Marcy]] stated this was a reasonable ''casus belli'' to start a war - this led to a statement from [[KateThePanPlate|Kate, Empress of Coldba (Cuba)]], expressing that she would protect Oberia, as MAGNVS was a citizen of Coldba (Cuba) at the time. [[Namnak Xhesas]], [[Magistrate]] of [[Enkavak]], then warned that they would join the war on Kyaw Cen's side. Quite happily, the Supreme Commissar came back before the situation escalated out of control. It was then decided that the Western Showhen Islands would be ruled under a condominium between Kyaw Cen and Oberia, which only recognizes the local government of the Peasants' Republic of Pèroi Islands.

On July 28th 2024, Oberia seized the area that would become the Autonomous Regions of [[Cassorras]] and [[Selvas]] and the [[National Reservation of Vara]]. Since Kyaw Cen planned to declare a claim on the area, Supreme Commissar MAGNVS proposed that Cassorras would be the region where embassies would be established.

The '''Interŋational Workers' Association''', also known as the '''First Interŋational''' is a political international, or transnational organization, with the aim of uniting a variety of different left-wing socialist, social democratic, communist and anarchist groups and trade unions that are based on the working class and class struggle. Part of the listed goal is to promote greater cooperation and organization with various, previously mentioned, working class organizations of Ŋearth. It was founded on 24 September by [[Corneria]], [[Pua]] and [[Oberia]]. [[Pihi]] was grandfathered in due to its status as a puppet of Pua, however, Pihi is not considered a founding member.

The Interŋational has voiced support for Communist and Socialist parties, trade unions and workers' organizations in a number of non-member nations.

On Jan. 29th of 2025, the IWA formally invited new members to join it in the current situation of [[The Chilled War|rising tensions]] and [[Coup Sabah|other proxy conflicts]].

Before the inception of the IWA, Oberia had already been a part of the Allied Allies of the Alliance, which is a looser organization of a smaller scale than the current IWA.

The idea of creating the First Interŋational came into existence after [[Oberia|the Peasants' Republic of Oberia]] formally extended their friendship to [[Corneria, Anarchist Workers Republic of|Corneria]] and [[Pua]], with the countries doing the same afterwards.

Peaches then formally declared the establishment of the First Interŋational, which did not amount to much at the time. Though not officially disbanded, the organization went into dormancy.

In the aftermath of the [[Gu Sabah Insurgency|Gu Sabah conflict in Xarslasja]] and thinly veiled threats from certain ŊATO members and other ŋations that were perceived as expansionist by its members, the First Interŋational was reactivated and overhauled into the Interŋational Workers' Association on January 29th 2025. It was decided that the IWA wouldn't just consider ŋations as full-fledged members, but also political parties and unions. This decision was taken as a means of solidarity between like-minded political parties and unions across the Ŋərld, and as a direct consequence of Oberia and Pua's formal support of the [[Hummlandic Communist Party]] and [[Kyawcenni Communist Party]].

The organization then formally invited a selection of ŋations and political parties throughout the Ŋərld to join its ranks, most of whom accepted. All of the founding members and the new ones acknowledged that the IWA would need a clear organization and framework before going further.

As the country would rely on socialist thoughts and workers' rights, it felt right to name it after this.

The preferred pronunciation of Oberia is [oʊˈbɪɹiə] in English, and [uˈβɛɾjo] in Occitan.

The Occitanized form ''Obèria'' with a grave on the stressed vowel is considered valid, but rarely used to accomodate for those who cannot type diacritics.

After joining the [[Coldba (Cuba)|Empire of Coldba (Cuba)]], citizen MAGNVS started great works for the wellness of the people of Coldba (Cuba). However, having fallen out of love with the cold climate of the country, MAGNVS set to claim land in a more sunny, warmer area where he could continue working. The flag was first designed on July 20th 2024, and the country was declared on July 24th, though the first blocks would only be laid in Oberia on July 27th, a day formally celebrated as Independence Day.

To this day, Oberia maintains peaceful and friendly relationships with Coldba (Cuba), the [[Port of Eras]] and [[Hummland]] for their help in developing the country in its first days.

==== Pèroi-West Showhen Islands dispute with Kyaw Cen and claim extension ====
When Supreme Commissar MAGNVS submitted Oberia's borders for recognition to nearby nations on July 23rd 2024, he inadvertently included the [[West Showhen Islands]], which were claimed by the [[Kingdom of Kyaw Cen]].

During the [[Supreme Commissar]]'s absence, [[Marcy I|Quing Marcy]] stated this was a reasonable ''casus belli'' to start a war - this led to a statement from [[KateThePanPlate|Kate, Empress of Coldba (Cuba)]], expressing that she would protect Oberia, as MAGNVS was a citizen of Coldba (Cuba) at the time. [[Namnak Xhesas]], [[Magistrate]] of [[Enkavak]], then warned that they would join the war on Kyaw Cen's side. Quite happily, the Supreme Commissar came back before the situation escalated out of control. It was then decided that the Western Showhen Islands would be ruled under a condominium between Kyaw Cen and Oberia, which only recognizes the local government of the Peasants' Republic of Pèroi Islands.

On July 28th 2024, Oberia seized the area that would become the Autonomous Regions of [[Cassorras]] and [[Selvas]] and the [[National Reservation of Vara]]. Since Kyaw Cen planned to declare a claim on the area, Supreme Commissar MAGNVS proposed that Cassorras would be the region where embassies would be established.

Part of the listed goal is to promote greater cooperation and organization with various, previously mentioned, working class organizations of Ŋearth. It was founded on 24 September by [[Corneria]], [[East Pua]] and [[Oberia]]. [[Pihi]] was grandfathered in due to its status as a puppet of East Pua, however, Pihi is not considered a founding member.

The organization then formally invited a selection of ŋations and political parties throughout the Ŋərld to join its ranks, most of whom accepted. All of the founding members and the new ones acknowledged that the IWA would need a clear organization and framework before going further.

The Constitution outlines the structure of a few commissariats. The Supreme Commissar can create, modify and abolish new Commissariats as they see fit depending on the needs of the state.

== Etymology ==
The name ''Oberia'' comes from the Breton verb ''[[wikt:ober#Breton|ober]]'', which means "to make, to do", and descends from Latin ''[[wikt:opera#Latin|opera]]'', which means "work, exertion". As the country would rely on socialist thoughts and workers' rights, it felt right to name it after this.

The preferred pronunciation of Oberia is [oʊˈbɪɹiə] in English, and [uˈβɛɾjo] in Occitan.

The Occitanized form ''Obèria'' with a grave on the stressed vowel is considered valid, but rarely used to accomodate for those who cannot type diacritics.

After joining the [[Coldba (Cuba)|Empire of Coldba (Cuba)]], citizen MAGNVS started great works for the wellness of the people of Coldba (Cuba). However, having fallen out of love with the cold climate of the country, MAGNVS set to claim land in a more sunny, warmer area where he could continue working. The flag was first designed on July 20th 2024, and the country was declared on July 24th, though the first blocks would only be laid in Oberia on July 27th, a day formally celebrated as Independence Day.

To this day, Oberia maintains peaceful and friendly relationships with Coldba (Cuba), the [[Port of Eras]] and [[Hummland]] for their help in developing the country in its first days.

==== Pèroi-West Showhen Islands dispute with Kyaw Cen and claim extension ====
When Supreme Commissar MAGNVS submitted Oberia's borders for recognition to nearby nations on July 23rd 2024, he inadvertently included the [[West Showhen Islands]], which were claimed by the [[Kingdom of Kyaw Cen]].

During the [[Supreme Commissar]]'s absence, [[Marcy I|Quing Marcy]] stated this was a reasonable ''casus belli'' to start a war - this led to a statement from [[KateThePanPlate|Kate, Empress of Coldba (Cuba)]], expressing that she would protect Oberia, as MAGNVS was a citizen of Coldba (Cuba) at the time. [[Namnak Xhesas]], [[Magistrate]] of [[Enkavak]], then warned that they would join the war on Kyaw Cen's side. Quite happily, the Supreme Commissar came back before the situation escalated out of control. It was then decided that the Western Showhen Islands would be ruled under a condominium between Kyaw Cen and Oberia, which only recognizes the local government of the Peasants' Republic of Pèroi Islands.

On July 28th 2024, Oberia seized the area that would become the Autonomous Regions of [[Cassorras]] and [[Selvas]] and the [[National Reservation of Vara]]. Since Kyaw Cen planned to declare a claim on the area, Supreme Commissar MAGNVS proposed that Cassorras would be the region where embassies would be established.

The [[Island of Ys]] was expanded to make it suitable for settlement and the establishment of a second commune in the country.

Political bureaux are self-regulated political units registered by the Commissariat of Citizenship and Democratic Life.

Due to the ban on political parties, political bureaux are not allowed to use the term "party" in their names.

There is no formal application system for a political bureau, it is purely declarative and dependent on the acceptance of the autonomous authorities of the political bureaux of new members. In the House of the People, they are used to identify a deputy's political affiliations.
