She was the member of the Galaxy System who was active at the time they joined [[Nguhcraft]], so she requested that she be declared the leader of the ŋation they started. The rest of the system was fine with this. This is the out-of-universe explanation for her declaration as ruler of Rauratoshan.

==Rauratoshan's Quing Regent==
Nozomi became [[Quing]] Regent of [[Rauratoshan]] after the [[Rauratoshanian Incursion]] inflicted by the [[Madness Multiverse Missionary|MMM]] caused the Rauratoshanian crown to be missing its family. It is believed that the crown prince is somewhere, lost in the multiverse, but King Remy III definitely died in the incursion. Nozomi Caramella was chosen to be quing of the country, given she was already governor of one of its districts, during the following Tanasótan. While this technically marks a new dynasty, Quing Nozomi did not declare a new dynasty upon her ascension, which is only one of many controversial moves by this quing:
