Prefectural votes (the votes of all citizens residing in prefectures) are weighted at exactly twice the value of a vote from a territory. Votes are collected on set dates in easily accessible, public areas after a proposal has been announced. All citizens of ARCO/Wánade are entitled to vote in all proposals and revisions of ''the big doc'', be they tree, villager, wild dog, ghast, nguhcorder, or otherwise. You name it, we trade it; goats boats trains n planes.
