While there is an official ruler, this ruler is only as powerful as need be for basic national functions. As Kathyria currently has a population of 1, this means nothing; however, if/when this population is to increase, being Quing of Kathyria will be slightly meaningful (albeit not very meaningful due to very minimal power).
