The government is headed by the General Secretary who, while being the premier of the nation, is commonly and currently the Chairman of the Puan Workers' Party and several ministers appointed by the Unional Kaunihera. While the Unional Kaunihera votes to select the potential candidates to ascend to the Council of Ministers the General Secretary has the power to deny ascension to any of the selected candidates and the slot will remain empty until a candidate is chosen and ascended.
