A referendum can only ask a single yes or no question; if there is more than just that option, then multiple referenda must be held (possibly at the same time). What will occur if a given result passes a referendum must be declared before-hand, and the OCMC must follow through on that promise.

The Complex (SITRP: KR7c) is a country in the southwest of the Land of Chaos, bordering the country of Seolland.

Primary Goal

The Complex's primary goal is to construct the structure of the same name, hereby referred to as the Structure (SITRP: \sr8). The structure is divided into a number of 50×50 block sectors, with each sector having distinct theming. Some sectors have utilitarian purposes (farms, storage, information, etc.) while others are merely aesthetic. No sectors expose the exterior; the Structure consists of one massive indoor space.

The state apparatus is built with the sole mission to advance and expand the Structure. This is the only goal of the state.
