§a La Ciutat Liura de la Baia d’Òjo es un Estat independent e sobeiran.
§b L’Administracion es l’autoritat ultima en la Ciutat.
Article 2
§a L’Administracion a la competéncia legislativa: decidís lei lèis de la Ciutat.
§b L’Administracion a la competéncia executiva: aplica lei lèis de la Ciutat
