Howard is a small stuffed raccoon that is the Quing, Prime Minister, President, Dictator, High Priest, and Judges (all of them) of Tocjaǵa Śahan. Howard is not known to talk to the people, and instead speaks through a representative. This is, in canon, because Howard is a massive stoner.
