Vansterèl, also known as Vanstérelle, Vanstèrel, Vansteril or South Cistsaia and officially the District of Vansterèl, is a condominium between the Republic of Shingtsun, itself a constituent republic of the Kingdom of Kyaw Cen, and Imerchal in the southern part of Cistsaia since 04 May 2024.
Its administrative capital is Pòrt d’Avets.
The Quètan mountain range spans across the territory.
Administration
Council of Vansterèl
The district of Vansterèl, as a condominium between the Republic of Shingtsun in the Kingdom of Kyaw Cen and the Free City of Imerchal, has its own democratically elected legislature: The Council of Vansterèl. Every four months, the Council of Vansterèl elects its minister-governor and with that its government.
The Council of Vansterèl shall be in charge of:
- Taxation
- Finances
- Land management
- Cultural institutions
- Law enforcement
- Public health and safety
Building regulations are up to the municipality.
Joint Assembly of Vansterèl
The joint assembly is an assembly consisting of an equal amount of Imerchali, Kyawcenni and Vansterèl delegates. (more on that below)
The Joint Assembly of Vansterèl shall be in charge of:
- Citizenship
- Currency
- Legal and economic matters
- Constitution of Vansterèl and amendments to it**
- Official languages**
- Education**
- Holidays**
- Cultural exchange**
- Trade agreements**
- Transport infrastructure*
- Postal system*
- Establishment of local governments*
Delegates
A third of the Joint Assembly of Vansterèl consists of delegates appointed by the government of Imerchal. Another third of the Joint Assembly of Vansterèl consists of delegates appointed by the government of Vansterèl. The final third of the Joint Assembly of Vansterèl is made up of one of two groups of delegates: delegates appointed by the government of the Republic of Shingtsun or delegates appointed by the federal government of the Kingdom of Kyaw Cen.
The duties above marked with an asterisk are managed by the Shingtsunni delegates, while the ones without are managed by the federal Kyawcenni delegates. The duties marked with two asterisks are also voted on by the Shingtsunni delegates, but acting on the decision of the Intrakyawcenni Cooperation Council.
Intrakyawcenni Cooperation Council for Vansterèl
The Intrakyawcenni Cooperation Council for Vansterèl (ICCV) is a council consisting of the two groups of delegates appointed by the federal government of the Kingdom of Kyaw Cen and delegates appointed by the government of the Republic of Shingtsun for the Joint Assembly of Vansterèl.
In order to vote in favor or against a bill concerning the aforementioned problems marked with two asterisks, the Shingtsunni delegates sent to the Joint Assembly need the unanimous approval of the ICCV. If this concensus is not reached, the delegation will vote against the bill in the Joint Assembly.
