Imerchal, officially the Free City of Imerchal (Mosici: an-Ímersialc an-Sialtore /ãtimɛʀɕalk ãɕaltoʀɛ/, Occitan: Ciutat Liura d’Imèrchal /siwtat liwrɔ dimɛrʃal/), sometimes spelled Ímersial or Imershal, is a city-state to the northwest of the Central Sea, east of Kyaw Cen and north of Myžariky.

Etymology

The name of the City of Imerchal comes from the Mosici ímer (/imɛʀ/), meaning bay or estuary, and sial (/ɕal/), meaning city. The name comes from the location of the oldest parts of the city on the southern coast of the Imètimer bay.

Language

The official languages of Imerchal are Mosici and Occitan. French is recognized for use in the administration. In the territories, the official languages of Shingtsun are also recognized as official in Vanstèrel.

Politics

Imerchal is a representative democracy organized as a unitary semi-presidential directorate. The current constitution of Imerchal was approved by referendum on the Fifth of the 1st renal of Lisenem, year 2.

Government

The constitution divides the government in 3 branches: Legislative, Executive and Judiciary.

Legislature

The legislature is constituted as a bicameral system composed of a lower house, the Great Council (an-sialsinre) and an upper house, the Collegiate (sialveroa).

The Great Council has 30 delegates elected by direct universal suffrage. The seats are divided according to population among the departments, Vanstèrel and Pòjaj, the seats are then further divided within each into electoral districts of similar population. They serve a 2 year term

The Collegiate has 30 delegates elected by the civil service. They serve a 4 year term, and half of the collegiate is replaced every 2 years.

Executive

The executive is composed the directorate, a body composed of the directors of the various administrations. Nominated among them by the Collegiate every two years is the First director, who is the leader of the executive branch, and nominal head of state.

Judiciary

The judiciary branch is divided in two groups, ordinary courts (which handle issues of civil and criminal litigation) and administrative courts (which handle administrative litigation).

Civil Service

Imerchali civil servants is any employee of the State under a long term contract. Civil servants in Imerchal are politically empowered, being able to elect and be elected to the upper house of the legislature.

Access to civil service is granted through an exam-contest which is graded anonymously for each open position to be filled.
