The East Leporia Infrastructure Services International Affiliation (ELISIA) is an interŋational organization founded in Witherport that focuses on building and restoring infrastructure projects across eastern Leporia into Gaarlann and northeast Slabland. They act as an independent body that hires local workers to create rail, water, ice, soul soil, horse, walking and ghast pathways and stations that bridge the gap between local and interŋational and local stations. They can be considered a regional subsidiary of Cenrail network in a way similar to the Far Eastern Rail and Road Association (FERRA), Gulf Union local lines, and Ŋafrican Association of Rail Networks, just operating on a smaller (but often complex) scale. They also are willing to partner with similar organizations such as FERRA and Ŋations Organized for Regional Transformation and Help (ŊORTH).

Inner Workings and Controversy

Unlike other rail organizations, which require a vote among all ŋational participants, ELISIA largely operates bilaterally between ŋations. It functionally is not much different from other Cenrail networks, and many proponents and critics alike argue it acts instead as a form of de-regulatory body, skirting some of the regulations that may be put in place by standard CENRAIL offices in exchange for more freedom for innovation. The largest subsidiary is the Mobile Division, which is responsible for constructing most of the rail lines in and around the Mobile Territories, as well as being responsible for many of the more controversial designs.

Innovations

Some of ELISIA's most notorious innovations are from its Mobile Division, include the Jutland Bridges, including the notorious East Leporia Freeway (ELF - which is part of the broader Boat-on-Ice Trans-Continental Highway), as well as several unconventional rail stations such as the three-way intersection at Mobile Junction (XMJ), the proposed four-way intersection in Witchhaven (MOS), and no-stop dismounting zones, one of which also acts as a rail station at Olympic Junction (XOJ). They also are scheduled to create an airway system similar to Avenyan Airways, just on the other side of the ŋorld, featuring some minor alterations.

Another unusual innovation is the proposed Sheepuff Cannon, an emergency evacuation system which would allow users with an ender pearl to fly an estimated half a kilometer in any cardinal direction they chose. Jutomialso implemented an experimental ghast port that was scrapped for being inconvenient, adopting its design for a personal bed for Whiffy.

While no ŋations are inherently "part" of ELISIA, many ŋations may be partly serviced by them. Below is a list of ŋations that ELISIA has built infrastructure in, as well as a list of ŋations where such infrastructure indirectly services by connecting rail to other ELISIA work.

Infrastructure Projects

ELISIA has initiated the construction of many bridges, rails, and other projects that connect East Leporia to the rest of the ŋorld, as well as local lines that individual ŋations may not have built otherwise. While operations of these rails fall under the jurisdictions of individual ŋations or the broader CENRAIL system, they are still responsible for building and maintaining the infrastructure, and have worked on local, regional, and interŋational CENRAIL lines. Below is a list of all of the infrastructure that is projected to be finished by the end of 2026 (fakeworld time).

Applying for Service

It is simple for ŋations to request services from ELISIA, so long as they are in or around eastern Leporia. Service extends to middle Leporia, Gaarlann, and northeastern Slabland. All that is required is creating a request for ELISIA to help build infrastructure in the area or otherwise certify it as part of ELISIA.
