Commissariats in the Peasants' Republic of Oberia
Commissariats in the Peasants' Republic of Oberia are the equivalent of ministries or departments.
The Constitution outlines the structure of a few commissariats. The Supreme Commissar can create, modify and abolish new Commissariats as they see fit depending on the needs of the state.
General structure
A Commissariat is led by a Commissar, who is appointed by the Supreme Commissar when they form a Revolutionary Government. Generally, the appointed Commissar has expressed an interest in the mandate.
The Supreme Commissar may revoke or convoke other Commissars at will. However, they may be submitted to a motion of confidence in the House of the People - and if a no-confidence vote wins, the entire Revolutionary Government will be disbanded and new elections will be made to find a new Supreme Commissar.
List of constitutional Commissariats
Constitutional Commissariats are Commissariats that are defined as essential by the Constitution of the Republic. As such, the Supreme Commissar cannot modify or abolish them.
