Esoteric Voting Method
Esoteric Voting Method (acronym: EVM) is an multiwinner electoral system created by Johm Esoterica. It is used in Aprux Mexyrhat. If you want to implement this voting method for your ŋation, you can ask Aleksanetra (on Discord) about a calculation sheet that will aid you in proccessing results.

Number of representatives to be elected
The number of representaitves to be elected is derived from the number of seats in an elected body, assigned to each first-order administrative division proportionaly to their population.
Primary and Secondary vote on a ballot
In an EVM, the voter is obligated to choose two diffrent parties. The Primary vote counts as a whole vote. The Secondary vote counts as a half of a vote if the party which recieved the vote got more than 5% of the Primary and unprocessed Secondary total vote - otherwise, the vote is multiplied by the % of voter turnout for parties under this threshold. After being proccessed, the votes are combined for each party.
Procentage of the combined vote
Each party's combined vote is devided by total combined vote. The resulting procentage value is rounded down to the nearest full number.
Assigning seats
The number of seats in a subdivision is multiplied by combined vote procentage value, and the resulting seat value is rounded down. Then, seats are given out to parties.
Lost Procentage and Lost Seats
Beacause the procentage and seat amounts round down, both of these stages have leftover values. The procentage that has been "lost" is given to the party that got the most combined votes, and its seat amount is reëvalueted, and the seat amount that has been "lost" is distributed to parties other than the biggest party that have managed to pass the 5% treshold, from lowest to heighest combined votes.
Example
The following example is a hypothethical election in a hypothethical Kiser of Aprux Mexyrhat. The Kiser has a population of 1.5 millions inhabitants, 12,5% of Apruxi population. This results in this Kiser being able to elect 29 out of 233 electable seats in the Syim. 5 parties are competing in this Kiser - Red, Green, Blue, Black, White. The voter turnout reached 95%. The following table presents data and how it is proccessed:
