Special Circumstances (is the national police force of New Maeksikeo.

Functions

Special Circumstances was originally devised as the best of the best officers the Maeksikeo had on board; they would serve to keep order on the ship in case of, well, special circumstances. After crashing into Nguhcraft, they were repurposed as a form of national police. Generally, there is no organized police force on the district or settlement level in New Maeksikeo, though both Albaqaerqe and Kriseon City have bodies known as "city watches" that are informal volunteer organizations, but do help out in serious situations as a policeman might.

There are an unknown, but small number of full-time officers of Special Circumstances. All Special Circumstances officers are anonymous, only either going by code-words or acting as the Special Circumstances unit itself. Instead, the aforementioned city watches sometimes are contacted by Special Circumstances personnel. They do this either to gather information the watch has collected, or to contract help with a situation that Special Circumstances is investigating. Special Circumstances uses this route since city watches work more regularly with the people of New Maeksikeo, and all are also more numerous.

Special Circumstances officers, but not their contractors, are allowed to act above the law of New Maeksikeo, even able to subvert the will of the Mart'aebi and replace Maeksikeoan officers without being considered perpetrators of mutiny. However, they cannot directly attack Maeksikeoan officers without committing mutiny; they must first have documented, established proof that the officer is a danger to the security of New Maeksikeo. At present, they have only used this power once since the landing: during the Saevakki incident, to remove anyone with knowledge of Atlantic technology who may spread it. They used their ability to remove officers to force these parties into severance agreements that remove their authority and clearance to talk about such information (as even when New Maeksikeo knows how Atlantic arcane nonsense works, that information is classified), but offers them considerable benefits "for the inconvenience", including hush money to counteract the loss of their original salary as an officer of New Maeksikeo. Notably, this included the Steward of Kriseon City, Tifa Kerʉnka; overall some 20 officers of New Maeksikeo were removed for this reason during the Saevakki incident, and Special Circumstances reported a "contract budget" of 30,000,000,000(3,221,225,472)8 (according to Kriseonon Krises), said to be "for the overall expected cost to fulfill all newly minted contracts."
