The Good Charitable County is an area in the Evil Scamming Country that is jokingly claimed by Hummland. There are some areas within the GCC claim that are not claimed by the ESC, these areas are still considered "jokingly claimed".
The claim was made because anyone could steal anything from the ESC, so Hummus stole the right leg of the ESC.
