Commissariats in the Peasants' Republic of Oberia

Commissariats in the Peasants' Republic of Oberia are the equivalent of ministries or departments.

The Constitution outlines the structure of a few commissariats. The Supreme Commissar can create, modify and abolish new Commissariats as they see fit depending on the needs of the state.

General structure

A Commissariat is led by a Commissar, who is appointed by the Supreme Commissar when they form a Revolutionary Government. Generally, the appointed Commissar has expressed an interest in the mandate.

The Supreme Commissar may revoke or convoke other Commissars at will. However, they may be submitted to a motion of confidence in the House of the People - and if a no-confidence vote wins, the entire Revolutionary Government will be disbanded and new elections will be made to find a new Supreme Commissar.

List of constitutional Commissariats

Constitutional Commissariats are Commissariats that are defined as essential by the Constitution of the Republic. As such, the Supreme Commissar cannot modify or abolish them without approval of a constitutional reform.

As the Constitution is currently being drafted, Supreme Commissar MAGNVS is experimenting with the repartition of the various commissariats and their prerogatives.

Is the Guardian of the Revolution.	May convoke and revoke Commissars. May convoke the Council of the People. Fills in for vacant commissariats.
Commissariat of Education and Culture (Occitan: Commissariat a l'Educacion e a la Cultura)	Vacant	Handles and enforces free education for all citizens. Maintains the cultural heritage of Oberia. Enforces the respect of linguistic policies. Cooperates with Imerchal in the Organizacion Internacionala de l'Occitanofònia.	May promote and rename places, streets and buildings. May produce decrees regarding education, communication and linguistic policies.
Commissariat of State Security (Occitan: Comissariat a la Seguritat d'Estat)	Vacant	Handles matters of national security inside and outside the borders of the Peasants' Republic. Coordinates the Revolutionary Liberation Army. Maintains and updates the FAR-RISC.	May deploy the Revolutionary Liberation Army and all dependent units.
Commissariat of Natural Resources (Occitan: Comissariat a las Riquessas Naturalas)	Vacant	Handles and maintains coherent agricultural development. Protects the National Reserves of the country. Ensure stable, non-destructive development of infrastructures. Safeguards fragile environments and rare resources in the country's land and territorial waters.	May distribute land tracts and building permits for agricultural activities.
Commissariat of Labour, Industries and Planification (Occitan: Comissariat au Trabalh, a las Industrias e a la Planificacion)	Vacant	Handles economic development through internal and external commercial deals with partners and allies. Ensures fair redistribution of wealth for the People and its welfare. Ensures fair redistribution of crops and food. Ensures fair redistribution of the industrial production of the country. Provides free housing, food and work to the People.	May confiscate profits and personal properties that have not been fairly acquired or distributed. May relocate citizens depending on development needs in the country.
Commissariat of Infrastructures and Transports (Occitan: Comissariat a las Infrastructuras e aus Transpòrts)	Fin (since 18/04/2025)	Outlines and realizes projects in cooperation with the CNR and the CLIP. Provides and distributes building permits and land tracts. Maintains and develops the national road system. Maintains and develops the national railroad system.
Commissariat of Citizenship and Democratic Life (Occitan: Comissariat a la Ciutadanetat e a la Vida Democratica)	Vacant	Distributes various identification documents. Handles census and surveys in the country. Must ensure free and fair elections. Registers the political bureaux and unions. Handles the embassies.	May acknowledge new citizens and residents. May grant or revoke access to the country. May annul an election and call for a new one.
