The Centralised Public Documentation System (Occitan: Sistèma Public Centralizat de Documentacion) or SPCD is an Imerchali public service hosting all public documents and form made by the government.

The protocol

The SPCD runs on the dedicated Centralised Documentation System Protocol (also SPCD). It is a session-based text protocol encapsulated in an encryption layer.

History

Created in Cross.262(CE.1968) by the Imerchali government, it started as an internal database and shared file system for internal use by the administration.

The use of the SPCD predates the arrival of the global web system by several decades, thus, rapidely, many other organisations started hosting their own data system using the same protocol. Most of these private documentation systems are now supplanted by conventional websites, and network file systems, but a few still expose a SPCD endpoint. On the other hand most government agencies still use the original SPCD system as it is deeply integrated into the administrative processes.

Contents

The system contains every single document published by the Imerchali adminstration and any public entity, which includes but is not limited to

  • Acts of parliament
  • Office decrees
  • Finance reports
  • Scientific publication of Imerchali University
  • Every single form for all administrations

as public documents accessible without authentication, but also many internal documents, as it also serves as the backbone for the networked file system of the administration.

Access

The SPCD is accessed by three main methods:

  • Via the web gateway at https://spcd.gov.im[1]
  • Via the SPCD protocol by connecting to the server at spdc.gov.im
  • Via the SPCD UCSD filesystem driver, which exposes the system as a network file system

In all three cases, the system is equipped with user authentification and access control mechanisms.
