The Council of Constituent Counties (Arodjun: Njotaum Sjuxwe Feunawabwa), abbreviated "The CCC", is the high legislative assembly of the Xaudixaum of Xarslasja. This is essentially an advisory board to guide the decisions of Xaudixuv Agamashuya II. The members hold no numerical votes, but rather form coalitions that pick speakers to make arguments in front of the Xaudixuv and the other members until objections are satisfied. The goal of the CCC is to continually generate a living, evolving code of policies and procedures that can withstand potential future political crises.

The CCC was designed in direct contrast to the institution of the Xarslasja Legislature that preceded it.

Structurally, it is the lawmaking wing of the Xarslasja Legislative Authority, an institutional framework of social and military organization that was largely preserved during the transition from Bezuvate to Xaudixaum.

Structure

Each county's council is consisted of a different number of members, chosen by the Xaudixuv for their roles in different industries that keep the economy functioning. Each one is presided by a Bezin, or "Governor," who schedules meetings and can summon the Xaudixuv to attend them.

The Districts (K'ix) of Xarslasja are condominia with other nations. As such, these have representation in both Xarslasja's government and the other country's government. Usually these overlap. The Bezino ("governors") of the Districts are considered by the Xaudixaum to be the heads of government of the two nations, though their local governments may have their own de jure heads of government.
