The Ŋibraltar Army Treaty Organization (ŊATO); Kyawcenni: Očakuw Truzenne Ahšêwne Ŋibrawtęne (OTAŊ) is an interŋovernmental military alliance founded on 31 October 2024 in Ŋibraltar. Established in the aftermath of Coldba's threat to dissolve the United Ŋations and the Realm of Madness' support of that threat. ŊATO closely follows the United Ŋations but is not an extension of it.
History
Pre-Founding History
During the nineteenth meeting of the United Ŋations, a motion to dissolve the UŊ was processed but ultimately rejected with two in favor and fourteen against. Before the motion was processed, the country of Enkavak proclaimed that, if the motion was passed, they would declare war on every member that voted in favor. They were quickly followed by Kyaw Cen and Xtrakva stating that they would join Enkavak in the event of a war breaking out. Talks of a military alliance began shortly after the meeting had concluded. Around October 21, Xtrakva toyed around with a mutual alliance with Enkavak by the name of the Enkavak-Xtrakva Treaty and Relations Alliance (EXTRA).
Writing of the Constitution
On 31 October, 2024, the ŋations of Enkavak, Hummland, Kingdom of Kyaw Cen and Xtrakva gathered at the Ŋational Library in Ŋibraltar to draft up the Constitution of ŊATO. This session resulted in the original thirteen ŋarticles of the constitution as well as Vÿl's ascendance to the role of secretary general of the organization. The session also produced the ten working languages of ŊATO, see Ŋarticle XII for more details. ŊATO, as an organization, was founded after this meeting.
On 11 November, 2024, by uŋanimous decision, the ŋation of Umraute (then known as Twanland) became the first country admitted to the organization.
Ɱeeting I
On 27 November, 2024, all five member ŋations gathered at the Hummland ŊATO headquarters for the first ŊATO ɱeeting. The agenda for the ɱeeting was short and concerned of two ɱotions. One to amend the constitution to allow a new ŋarticle and one to appoint someone to the role of general. The former was for the ratification of Ŋarticle XIV regarding the transferring of memberships from a member to a non-member. This was brought on due to the sudden creation of the Uzafnic Federation with Umraute becoming a constituent republic of it and could not control its military independent of the federation, thus creating a situation where the federation could declare war on ŊATO which would activate Ŋarticle V which would mean it's a declaration of war against Umraute. With uŋanimous support, Ŋarticle XIV entered the constitution, creating the first amendment of ŊATO and the first ŋarticle to be added to the constitution after its initial writing. The second ɱotion went smoothly as Hummus was elected first general of the organization. Talks have already began about the next ŊATO ɱeeting happening at some point inn the near future.
Ŋarticle XIV was fully tested out the following day when the four founding members agreed to transfer the membership of Umraute to the Uzafnic Federation.
Members
ŊATO is made up of member ŋations. Each member ŋation is responsible for providing aid and troops to the organization. Non-member ŋations are allowed to apply for membership but ŊATO membership requires uŋanimous agreement. For more information about how members ŋations work, check out Ŋarticle I. Constitution
Ŋarticles
Ŋarticles make up the governing rules of ŊATO. Every member ŋation is obligated to follow the ŋarticles. There are currently thirteen ŋarticles in the constitution. Additional ŋarticles can be added or removed in ɱotions passed during ŊATO ɱeetings. Ŋarticles are to be numbered with Roman numerals with the exception of any ŋarticle that bears the number 8 or 18 as they shall be written as "Ŋ8" and "Ŋ18" respectively. The following is a list of the current ŋarticles of ŊATO:
Ŋarticle I. Military Structure
The joint military consists of a number of soldiers or fractions given by member ŋations that are commanded by a common general who is appointed during a ɱeeting of ŊATO.
Ŋarticle II. Attendance
All member ŋations are obligated to take part in scheduled ɱeetings. A member ŋation is allowed to vote in absentia. Failure to vote in the allotted time results in an automatic abstaining. Member ŋations who fail to react to any request to participate within ŊATO within 40 days are automatically suspended from ŊATO.
Ŋarticle III. Voting
A ɱotion in a ɱeeting shall decide on one of the following things [Passing requirement in brackets]:
- Changing the constituion [Majority of at least 4/5 of member ŋations]
- Involve ŊATO in an aggressive conflict with peaceful or non-peaceful intervention [Majority of at least 3/5 of member ŋations]
- Appointing or suspending of officers, secretary general, commanders, generals or other military ranks [Majority of member ŋations]. The people voted on have to be a citizen of a member ŋation.
- Establishing an office or military facility [Majority of at least 3/5 of member ŋations]
Ŋarticle IV. Secretary General
The job of the secretary general includes following:
- The secretary general is responsible for steering discussions during, as well as scheduling, a ɱeeting and is responsible for notating and archiving each ɱeeting as well as the constitution.
- The secretary general is the principal spokesperson for ŊATO and to declare each passing ɱotion.
- If the suspension of a secretary general is not followed by the immediate appointment of a new secretary general in the same ɱeeting, the suspension is not valid. In case of a successful suspension of a secretary general, the handover of the job is carried out after the ɱeeting has concluded.
Ŋarticle V. Mutual Defense
If a member ŋation of ŊATO is the victim of an armed attack, each and every other member of the alliance will consider this act of violence as an armed attack against all members and will take the actions it deems necessary to assist the ally attacked.
Ŋarticle VI. Involvement in Foreign Conflict
If a member ŋation deems the situation it is in worthy of ŊATO involvement for the member ŋation, it may ask for military aid. Similar to Ŋarticle V except the other member ŋations may reject.
Ŋarticle VII. Wars Between Members
In case of a consensual war between two member ŋations, no other member ŋation should be obligated to help in any way.
Ŋarticle Ŋ8. Contacting ŊATO
A non-member ŋation or the United Ŋations can ask ŊATO to discuss the intervening in a conflict which will be processed in a ɱotion.
Ŋarticle IX. Action in War
If there is a viable option of handling a conflict by peaceful means, ŊATO shall prefer it over non-peaceful means.
Ŋarticle X. Invitations
Member ŋations may, by uŋanimous agreement, invite any other ŋation into ŊATO.
Ŋarticle XI. Suspension of Members
Member ŋations may, by uŋanimous agreement, besides the suspendee, suspend any member ŋation from ŊATO. If a member ŋation attacks another member ŋation, breaks interŋational law of the United Ŋations or ŊATO or attacks civilists, this agreement only needs a majority of more than 3/5 to take action.
Ŋarticle XII. Languages
English is the main working language of ŊATO. Every amendment has to be written in English. Other working languages of ŊATO which can be used for ɱeetings besides English are the official languages of the founding member ŋations. These are, as of the founding of ŊATO: Laevanaak, Atlantic German, Latin, Ancient Greek, Hummlandic German, Humild, Kyawcenni, German and Morytian.
Ŋarticle XIII. International Recognition
The following entities are not recognized as sovereign ŋations by ŊATO:
Ŋarticle XIV. Transferring Memberships
The transferring of membership from a member to a non-member.
Transferring a membership is only possible if both of these conditions are met.
- The member becomes a federal subject OR the current member ceases to exist but a new ŋation sees itself as the successor to the original, IE a coup.
- The recipient of the membership consents to the transfer.
If these conditions are met and at least if 4/5 of the members, excluding the member in question, agree then the transferring of membership will occur.
Secretary Generals
The secretary general of ŊATO is the chief civil servant of the organization. The officeholder is responsible for organizing ɱeetings, archiving documents as well as serving the role of spokesperson for ŊATO. Secretary generals do not have term limits but are instead voted in or out of office during ɱeetings. For more information about the job of the secretary general, see Ŋarticle IV.

Headquarters
ŊATO has headquarters and bases around the Ŋorld. These bases can be found within the territories of its members. New bases can be voted on in ɱeetings, see Ŋarticle III for more info.
