The Gulf Union (GU) is a supranational political and economic union of 14 member states established with the intent of fostering cooperation between states located around the Gulf of Kozdenen and its connected waterways, comprising a transcontinental region straddling southern Slabland and northeastern Thasusa. The GHaST Network and the Gulf Cenrail Lines are managed by the Gulf Union.

History

Pre-founding (prior to 4 February 2025)

The idea for an international organization in the Gulf region was first introduced by Total pleb of Kozdenen in August 2024[1]. At the time when he suggested this idea, most of the ŋations that are now members did not exist yet. Pleb had been devising plans to incentivize settling in the region since at least as far back as April of that same year[2], after the strategy of simply begging people proved ineffective on its own[3]. The idea that would become the Gulf Union may have been a continuation of these strategies.

Sofao Tâsi and Nošaterçe were founded the ninth of the following month, and MápabaL was founded on 7 January. With these new neighbors, Pleb’s idea had become more plausible. On 28 January, the inital request to the ŋations of Riyelum (then known as R̦ijeləm), Sofao Tâsi, Nošaterçe, and MápabaL was sent from Kozdenen, and all recipients were interested in pursuing the creation of a pan-Gulf organization.[4] The fourteen articles of the Union’s founding treaty were drafted and approved between 2 and 4 February 2025.

Founding and early days of the Union (4 February 2025 - 27 February 2025)
The headquarters of the Gulf Union, located in BaLbeL, MápabaL. It began construction on 7 February 2025.

The founding treaty was signed on 4 February 2025 by the ŋations of Kozdenen, MápabaL, Nošaterçe, R̦ijeləm, and Sofao Tâsi, thus creating the Gulf Union with BaLbeL as its capital. On 7 February, invitations were sent to the governments of Enkavak, i Êpcêm Mûn-nan, Imerchal and the Kingdom of Kyaw Cen due to being nearby countries in southern Slabland with economic interests in the Gulf region. All of the invitees accepted their invitations by 16 February, with Enkavak being the last of them to accept.

The CMCxplosion occurred on 7 February, the same day as the sending of Enkavak, i Êpcêm Mûn-nan, Imerchal, and Kyaw Cen’s invitations, being set off following an attempt by Lux Moniridia to become a foreign representative of the Gulf Union, and a subsequent attempt to found a new state in order to be eligible for membership.

Maple of i Êpcêm Mûn-nan suggested a banner and flag inspired by the fakeworld’s flag of Greenland on 14 February[5]. Three days later, Maple’s banner design was adopted as the offical banner of the Union[6]. Marcy Sheikah’s flag design, based on the banner, followed soon after.

Cenroad, an Atlantic-Kyawcenni civil construction company, was enlisted by the Gulf Union, following a vote on 23 February, to expand their Cenroad system into the GHaST Network. The GHaST Network also subsumed Imerchal’s road network, where major roads take on two names to this day.

Rejected applications and new Thasusan members (27 February 2025 - August 2025)

On 27 February and 1 March, respectively, T'anshilebs and sq's Territories each claimed extremely small exclaves on the southern coast of the Gulf, explicitly so as to apply for membership to the Gulf Union. This concerned Gulf Council at the time, in no small part thanks to the similarities between these claims and the attempted claim of Ngasegak during the CMCxplosion less than a month prior. Both applications for membership were rejected in simultaneous votes, becoming the first ever rejected applications for membership. A proposal by Pleb to create an "observer" status for the Gulf Council passed a vote. It was intended to be used for T'anshilebs and/or sq’s Territories, but was never applied to either, and in fact still lacks a specific definition and has never been put into practice since.

Araçana was invited on 28 April, shortly after its establishment earlier that month. Araçana was the first of two members to be entirely located on the continent of Thasusa. Outlaw Sly, the leader of Araçana, immediately proved herself to be a valuable citizen of the Gulf Union by accidentally starting a Raid (Not to be confused with The Raid) in the center of Kozdenen[7]. Thankfully, no villagers were harmed[8]. June saw the Gulf Council begin the process of reörganizing the existing Cenrail stations into the Gulf lines, through reärranging the connections between existing stations and renaming existing lines. 5 June saw the gift of sq’s aforementioned coastal exclave to Enkavak, which had been randomly chosen by a wheel from a list of every Gulf Union member. On 13 June, the United Ildorgear State was admitted to the Gulf Union, at the time under the name of Eltear. It was the second and last purely Thasusan ŋation to become a member.

Kaema controversy, foreign military engagements, and new members in the north (September 2025 - January 2026)

An amendment to the Gulf Union’s founding treaty was proposed by Anuan Nárel of Imerchal on 21 September. The amendment would have replaced the treaty’s mandate of coöfficiality or sole officiality of the Koz Kaema across its members. As an amendment to the treaty, it required unanimous support from each member of the Council. Before every ŋation had submitted their votes, the count ceased because Kyaw Cen opposed the amendment. Prior to Kyaw Cen’s opposition, Araçana, Enkavak, Imerchal, Kozdenen, and Riyelum had all voted in favor.

The results of five consecutive Gulf Council votes, all determining membership. From the top: 1. Maize is accepted (16 December), 2. Cuboid Destroyer is rejected (19 December), 3. T'anshilebs is re-rejected (23 December), 4. Adnar is rejected (26 December), 5. Chielbary is re-accepted (26 December)

Wekañu Skefo, a ŋation much farther north than previous members had been, applied successfully for a membership in October. When Chielbary was founded by Sq, Pleb invited it to the Gulf Union. Chielbary’s admission was controversial at the time due to sq’s previous attempt to join via the sq’s territories exclave. However, it did manage to gain enough votes in favor to be granted membership, thanks to a promise that only Chielbary would become a member, treated separately from the rest of sq’s territories[9][10]. Chielbary and Wekañu Skefo were tied at this time for the least-supported successful admission votes, each scoring +4 to gain membership. A subsequent clarification vote on the status of sq’s territories as a whole solidified this condition of Chielbary’s membership. Also in October, the crisis involving the Keltechran and Araçanni navies that occurred due to the Maraśań Civil War was stopped by an Imerchali-ŊATO alliance, with the Gulf Union playing an instrumental role in organizing the alliance.

Following Wekañu Skefo’s example, neighboring Ukoŋia submitted a request for membership in December, which was accepted on 8 December. With both Wekañu Skefo and Ukoŋia as members, the geographic perception of what could be the considered the "Gulf region" had shifted greatly. Capitalizing on this northward momentum in perception, Maize, a ŋation located in Hlambigla, applied for membership on 14 December. Maize’s admission vote was fraught with confusion. Outlaw Sly had initially expressed her intention to vote in favor should Maize apply, but changed her mind once she became aware of how far away Maize was. However, not wanting to be rude to popping_corn, Maize’s leader, and under the impression that the vote would still be unlikely to pass, she voted in favor of Maize’s admission anyway[11]. Annwan intended to vote against the acceptance, but accidentally voted neutrally, and did not notice until after the vote had already passed. At the end of voting, the vote went in favor of Maize by a single point - the first time this margin had every occurred, and either one of those scenarios going differently would have prevented Maize’s inclusion.

Later in December, sq declared that Vilantnen and Chielbary would be merged into a single ŋation, "Vilant," with Chielbary as its capital[12]. This directly contradicted the previous clarifying vote on Chielbary’s admission to the Union, and the conditions under which Imerchal had voted in favor of Chielbary’ß membership. However, when a second vote was held to re-determine Chielbary’s membership, the vote passed, again by just a single point. The extremely narrow vote to keep Chielbary was the fourth motion that had been decided on since Maize’s admission, but the three motions that came in between were themselves three failed applications. The Gulf Union had entered a new era of uncertainty.

World War 2 and name change dispute (February 2026 - present)

The priorities of the Gulf Union were completely upended for the duration of the first week of February 2026 by the brief global conflict that came to be known as World War 2. For the first time, Article III of the founding treaty was invoked, as Lavvakcesaa declared war on the member states Imerchal, Enkavak, Kozdenen, Kyaw Cen, and Sofao Tâsi[13]. After divine intervention ended the war, however, the Gulf Union found itself once more embroiled in the disagreements that it had been occupied with prior.

The Yunaited Kaingdwm was accepted as a member of the Gulf Union on 17 February. Also on 17 February, the controversial membership of Chielbary in the Gulf Council came to an end in an unexpected way: Vilant, including Chielbary, were annexed by Kozdenen completely following a referendum. As it was no longer a separate, sovereign ŋation, Chielbary could no longer be a separate member state of the Gulf Union, and thus automatically ceased being a member of the Gulf Council.

The idea of changing the Gulf Union’s name to better include the locations of all of its members had been discussed since Maize joined. The most prolific proponent of a name change was Fīl of the UIS, whose motions were brought before the Council on 20 February. By a wide margin, the Gulf Council voted to keep the name of the Gulf Union the same. Interestingly, sq attempted to illegally vote on this motion as a representative of Chielbary, which was immediately shut down.

Since the likely outcome of the name-change vote became clear, the status of Maize as a member has been called into question. Marcy[14] and Sly[15] both expressed their desires to hold a vote on expelling Maize. When advised to resign with dignity by the Daybreaker of Ukoŋia, popping_corn expressed his desire to remain a member until the bitter end[16].

Politics

The workings of the union are dictated by the founding treaty.

Executive branch

The Chief Commissioner, currently Pleb, is responsible for organising meetings of and debates in the Gulf Council, which may be synchronous or asynchronous.

Legislative branch

The Gulf Council is the supreme legislative and executive authority of the Union, comprised of representatives from each of the member ŋations. It is be headed by the Chief Commissioner, currently Pleb, responsible for overseeing the general functioning of the Union, who is elected by and among the members of the Gulf Council. The laws established through the Council are binding to the member ŋations.
