The Xarslasja Legislature decides on the creation and implementation of laws, initiatives, and programs in the Bezuvate of Xarslasja. Sessions are typically held every two weeks to decide on pertinent political and logistical issues facing the nation.

From 2024 to early 2026, the Legislature consisted of 16 voting seats, 3 non-voting seats, and a Veto Seat held by the Bezuv. However, after October 24th, 2024, the seat for La Paz County and the two seats for Coconino County were inactive due to the former's state of active rebellion and the latter's occupation by the XLA military until they were filled by government-loyal legislators. Thus, there were technically only 13 valid voting seats until November 2025 when those seats were reintroduced by government-approved picks.

Beginning in January 2026, the Legislature membership was increased to 25 voting seats, 3 non-voting seats, and an empty veto seat that was supposed to be held by the Bezuv were Agamashuya I not secretly dead. Technically, the Pima County seat has been vacant since the death of the Bezuv, though sometimes "filler legislators" join the sessions.

2024

9/17/2024 - 9/18/2024 - The Fiduciary Sessions

The final vote of the Fiduciary Sessions, allowing Xarslasja to adopt the PUA. 9/18/2024

These were the contentious sessions that led to Xarslasja's adoption of the Puan Unity Argent as its official currency.

10/03/2024

No votes were held on this day. Most of the conversation related to infrastructure development in Yavapai, Greenlee, and Graham County.

10/24/2024 - 10/26/2024 - The Emergency Sessions

These were the chaotic sessions held during and after the climax of the Coup Sabah, yielding a death warrant for Gu Sabah, the abolition of the Xarslasja Port Authority, and the granting of free property to nations that provided humanitarian aid to repair damages from the Battle of Flagstaff.

The final vote to abolish the XPA. 10/26/2024

After these sessions, only 13 voting seats are present due to the Gu Sabah Insurgency.

11/7/2024

In a 13-0 vote, the Legislature granted the use of humanitarian aid funds to contribute to the reconstruction of the Copper Palace.

In a 13-0 vote, the Legislature implored the Bezuv to sink the destroyed ships from the Battle for Shea Island.

In a 12-1 vote, the Legislature voted to allow the use of humanitarian aid resources to further the construction of Jomax Stadium in preparation for the Nguhlympics. The representative from Gila County was the "No" vote.

11/21/2024

In a 13-0 vote, the Legislature declared Cave Creek Canyon a "National Recreation Area" and authorized a hiking path to the bottom of the canyon to be constructed, beginning at the east end of Yuma.

In a 6-7 vote, the Legislature decided against moving the County Seat of Graham County to San Tan Valley.

In a 10-3 vote, the Legislature voted to begin the process of converting national treasury funds to the Puan Unity Argent until the supply was 50% Slab and 50% PUA.

In a 9-4 vote, the Legislature voted to revamp the pricing structures at the GD Bank and the Trade Commission to provide prices in PUA and Slab.

In a 13-0 vote, the Legislature implored the Bezuv to authorize the construction of a well-lit, paved road connecting Flagstaff to Nogales in order to lessen the rebels' ability to hide in the hills of Coconino County.

In a 13-0 vote, the Legislature implored the Bezuv to authorize the reconstruction of the Shea Island Naval Complex for future usage as a naval complex for an organization to succeed the XPA.

In a 8-5 vote, the Legislature voted to create the Xarslasja Royal Navy (XRN), a naval subdivision of the Xarslasja Legislative Authority, to succeed the XPA and occupy the XPA's former buildings.

In an 11-2 vote, the Legislature voted to create the Xarslasja Terrestrial Army (XTA), a land-based subdivision of the Xarslasja Legislative Authority, for the express purpose of expressing military power throughout the nation.

In a 2-11 vote, the Legislature voted against changing the borders of Santa Cruz County to include much of the region bordering Puna Nui.

In a 13-0 vote, the Legislature voted to withold entry into NgATO until the Xarslasja Terrestrial Army is fully established.

In a 13-0 vote, the Legislature voted to change its meeting days to Wednesdays instead of Thursdays.

In a 12-1 vote, the Legislature permitted the entire northern half of Anthem Island to be used for industrial activities.

1/15/2025

In a 11-2 vote, the Legislature declared the Xarslasja Deadshrub and the Xarslasja Cactus to be endangered and protected species.

In a 9-4 vote, the Legislature voted to create a series of National Forests of Xarslasja throughout the nation, wherein all construction, industrial or residential, will be forbidden within 6 blocks of the surface.

In a 7-6 vote, the Legislature voted to dedicate the primary foreign policy goal for the next three months to be the progression of the Thasusa By Land Initiative, and to create a headquarters for the Initiative in or near the Legislature Building.

1/22/2025

In a 7-6 vote, the Legislature voted to allow the importing of a stadium from the Season 1 world in northeastern Xarslasja, near the tripoint border with Thunan Qumrea and Naronpar.

In a 9-4 vote, the Legislature voted to create a "Xarslasja Heritage Site Tour" throughout the nation.

04/02/2025

In a 12-1 vote, the Legislature decided that the formerly insurgent counties would be permitted to re-enter the voting body on November 1st, 2025, so long as the first new representatives for the counties are approved by the current Legislature before taking their seats.

10/01/2025

In a 6-7 vote, the Legislature voted NOT to increase the number of seats in the Legislature on January 1st, 2026 to account for the increased populations of Carefree Isles County, Yavapai County, and Coconino County. This would have increased the total number of seats to 20. The initiative was denied on account of the lack of a proper census to prove the population increase of Coconino County, especially after the destruction of Tucson.

Also, three members cited that they didn't want the Legislature Building to undergo construction should more seats need to be added.

They conceded to hold another vote after the reintroduction of the formerly rebellious counties.

10/29/2025 - 10/30/2025: The Reintegration Sessions

A set of votes took place to discuss the details of the acquisition of former Thunan Qumrea territory. These devolved into a complicated series of discussions, votes, and arguments about the new Xarslasja Census and the coming reapportionment of seats to the Legislature and increased total seat count thereof. This began the Census Rush, where rural counties sent homesteading teams called "filibusters" into the Tunnan Military District to settle them with populations that would be more likely to vote the same way as their home counties.

11/12/2025

In an 8-8 tie, the Bezuv pushed forward the motion to scrap preexisting census data to ensure all information in the new census was current.

12/24/2025

In a 15-1 vote, the hierarchy of the Xarslasja Terrestrial Army was finalized, with the acting Akuv, Ngu, made the official Akuv, with its headquarters located at Fort Mohave in Ashton.

12/31/2025

In a 13-3 vote, the new data for the existing counties was confirmed and approved. At this point, only official establishment of Mohave and Cochise County remained before the new representation apportionment was made official.

2026

1/7/2026

Despite the Bezuv being missing, presumably secluded in his palace for four weeks at this point, the procedures to incorporate the new counties and inaugurate the new legislature apportionment needed to continue.

In an 11-5 vote, Mohave County and Cochise County were made official feunawa of the Bezuvate of Xarslasja. Their county seats were in Ashton and Show Low respectively. They didn’t yet have any mayors or legitimate local authority, as the local filibusters continued to work together with the XTA to maintain order in the areas. With the Census data in, it was clear that Mohave County had a population nearly four times higher than Cochise County, and the question remained as to the exact apportionment numbers of the new Legislature.

In an 8-8 tie, no decision was made as to whether to unveil and immediately enact the new apportionment and expanded Legislature size as planned in October. With the Bezuv not being present, there was no constitutional strategy to move ahead. Thus, the speaker moved to simply hold the vote again in a week.

1/14/2026

The same vote was held again with no alterations, and the vote again came to an 8-8 tie. The Bezuv was still missing, and no decision could be made. The meeting adjourned again, but members of rural districts had a plan to push things forward should the Bezuv not return.

1/21/2026 - Absentia Statute

The representative from Gila County, in conjunction with the Speaker of the House, brought forth a bill titled the “Absentia Statute,” proposing a controversial solution to the standstill with the absence of the Bezuv. This bill proposed that, in the condition of a tie in the Legislature's vote and the lack of a Bezuv to make the final decision, the Speaker of the House should decide the outcome of the vote.

The initial vote on this matter failed 7-9. Multiple members of the Legislature wanted an emergency tiebreaker to exist, but they preferred it to belong to Ngu, the Akuv of the XTA. Discussions ensued for several hours, before three representatives were convinced that someone in a military position should not be given additional powers, lest another Gu Sabah situation ensue.

With this, a second vote took place, which passed 10-6. Now, the Speaker of the House, Jodai Wemmi of Gila County, could cast a tiebreaking vote when the Bezuv was not present. With that, the Speaker deferred the reapportionment vote for one more week.

1/28/2026

In an 8-8 tie, Wemmi broke the tie in favor of adopting the new Census data and declaring the reapportionment. According to the new Census data, the total number of seats would be increased not to 20 as originally planned, but 27 due to the unprecedented scale of population increase. Many representatives from small counties scoffed at the impending influence of Yuma County, which should have a whopping 8 seats by these new standards.

Immediately, representatives from Graham, Yavapai, Greenlee, and Pinal County brought forth a motion to cap Yuma County's seats at 6 to give greater influence to the other counties. The 4 representatives from Yuma County, three (federally appointed) representatives from Coconino and La Paz Counties, and on representative from Santa Cruz County voted against this, yielding yet again an 8-8 tie. Wemmi caused great outrage by passing this measure as well. Now, the apportionment of the Legislature would go as follows:

  • Yuma County: 6 seats
  • Gila County: 3 seats
  • Carefree Isles County: 2 seats
  • Coconino County: 2 seats (appointed by Legislature)
  • Mohave County: 2 seats (appointed by XTA and Gila County Filibuster)
  • Santa Cruz County: 2 seats
  • Yavapai County: 2 seats
  • Cochise County: 1 seat (appointed by XTA, Pima County Filibuster, and Yavapai County Filibuster)
  • Greenlee County: 1 seat
  • Graham County: 1 seat
  • La Paz County: 1 seat (appointed by Legislature)
  • Pima County: 1 seat
  • Pinal County: 1 seat

In a third consecutive 8-8 tie, Wemmi ordered the redesign of the Legislature Chamber to accommodate for the new seats.

In a 9-7 vote, the Legislature sent word to the counties with increased representation to begin the selection process for their new representatives. With the Bezuv still missing, the Legislature assumed that the Absentia Statute applied to approving Legislature selection, giving Wemmi the power to approve or deny counties' representative selections.

2/4/2026

The selections for the new Legislature arrived at the XLA building to have their appointments confirmed or denied. Yuma County's representatives and the occupied Coconino and La Paz representatives continued to vote against rural counties' confirmations as a block, only allowing 1 vote worth of leeway for each new appointment other than the Yuma County appointments, which passed unanimously.

Wemmi, as the representative of Gila County, rejected the new appointee to Yavapai County and one of the appointees to Mohave County, for perceived direct ties to Ngu. This caused an uproar in the Yuma block, and increased demands for the Bezuv to show himself.

2/11/2026

Facing increased scrutiny, Wemmi accepted the replacement appointees to Yavapai and Mohave County. At this point, worries about the usurpation of the Bezuv's authority had spread like wildfire throughout the nation. Not only was Wemmi acting as an executive in the Legislature, but counties had been directly managing and funding construction projects for months and the Bezuv was nowhere to be found.

2/18/2026

In a 20-5 vote, the first vote with the new apportionment of the Legislature, Operation: Usable Transit was passed, granting funds and authority to counties to complete the reconstruction of the Yuma Nexus and convert all national rail systems from one-lane routes to two-lane routes. This was, again, an usurpation of the Bezuv's official authority as Head Terraformer. Protests broke out outside the Legislature Building in response to this, though most supported the construction itself.

2/25/2026

With mounting pressure, the Legislature voted 13-12 to grant Akuv Ngu the authority to investigate the Copper Palace, including a warrant to enter. This would normally be highly forbidden, but at this point the Bezuv had been gone for over two months and the people were riled up.

3/4/2026

With the death/disappearance of Agamashuya I and no heirs to the throne, the Legislature voted 22-3 to keep the Legislature in operation as a "Transitional Government" with Speaker Jodai Wemmi and Akuv Ngu as temporary co-heads of state and government. The attributes of the Absentia Statute remained in place with no end date placed. Now, however, an agreement of the Legislature with a proposal for a project from Wemmi and Ngu could yield de jure federal approval.

In a 24-1 vote, Jodai Wemmi passed her Operation: Usable Transit initiative, which immediately began construction on two-lane rail lines throughout the nation.

3/11/2026

Despite the leaders of the counties approving the continuation of the federal government, several, if not most, continued working on unauthorized construction projects. Wemmi proposed a bill suggesting that construction projects unauthorized by the Transitional Government could be stopped with XTA interference if she and Ngu agreed to do so. While this is something implicit to the role of Bezuv, the Legislature did not want to consider Wemmi or Ngu to be of the same level as a Bezuv. The vote was denied 10-15.

Ngu noted the buildup of Sjantakruzzunk protesters at a disputed section of the Santa Cruz County - Pua border and had Wemmi request funds to send troops there for peacekeeping. This was approved 17-8.

Wemmi proposed the creation of a third branch of the Xarslasja Legislative Authority's Military: The Xarslasja Ghast Corps, citing the lack of protection at Xarslasja's now seven federal ghastports across the nation. Given that, with no Bezuv, Wemmi could have the tie-breaking vote on the appointment of the head of the new Ghast Corps, the Legislature denied the proposal 9-16.

3/18/2026 - Santa Cruz-Pua Crisis Begins

A Puan Ghastcraft Carrier passed through the Nogales Strait and anchored northwest of Hayden's Ferry just hours before the Legislature met. An envoy from Peaches to the Legislature stated that Pua wanted to ensure a consistent border and "support the national integrity of its ally and friend, Xarslasja." The Puan envoy cited Wemmi's argument that Sjantakruzzunk actions outside of federal authority did not represent the actions of Xarslasja as a whole, but added that Pua would do what it could, even militarily, to maintain the national sovereignty of both countries. Many Legislators saw this as an obvious attempt to take advantage of Xarslasja's weak position to further the country's expansionist "Greater Pua" movement that had also shown its head during the Gu Sabah crisis.

Wemmi was again set to hold a vote to grant herself the authority to create the Ghast Corps and for her and Ngu to prevent unauthorized projects. This time, the proposal to create the Ghast Corps was approved 14-11, and the proposal to authorize the Speaker and Akuv to prevent unauthorized projects failed 11-14.

Wemmi implored the Legislature to meet again the following day to further discuss the matter, but a majority of the legislators left the building before this could be decided.

The following morning, the Puan Navy occupied and built a fort on Santa Cruz County's Florence Island.

3/25/2026 - The War Power Session

The members of the Legislature met in the afternoon at their scheduled time, but several members refused to participate in the ceremonial gestures typically done to begin a meeting. One representative from Yavapai County said "There's no Bezuv here; who's there to rise for?" At this point, riots had been reported in Coconino County (which was still under military rule), Santa Cruz County (as expected), Graham County, Pinal County, Yavapai County, and Yuma County.

Speaker Wemmi again presented her proposal, though this time it seemed more like an ultimatum. She demanded the authority of a Bezuv over unauthorized construction projects in order to prevent civil unrest from expanding. She added, "If Xarslasja cannot enforce law and order, then Pua will." Some representatives came to reluctant agreement with this reasoning, but many screamed, fought, or left the Legislature building all together. Two representatives from Yuma County quit on the spot. With 2 vacant seats from Yuma County, 6 seats controlled directly by the military, and the 1 seat from Pima County typically occupied by the Bezuv being unsubstituted for the day, 6 seats were guaranteed for Wemmi's position. and the passing threshold was reduced to 11 instead of 13. Only 5 additional votes were required. 7 members left the chamber out of rage, 5 other shouted in refusal to the plan and didn't recognize the vote, and one demanded that Ngu be anointed as Bezuv, also not recognizing the vote. Only two other representatives came to support Wemmi's proposal. Thus in a vote of 8-14, Wemmi was not granted executive authority.

Relinquished, she declared that anti-federal rioters should be considered rebels and be crushed, just as Gu Sabah was. She brought forth an impromptu proposal to allow the Akuv to quell rebellions as they appear as long as the Akuv abided by the rule of the XLA. The vote was unanimously in favor, 15-0.

The following vote was on the subject of Pua. On if Pua should be permitted to occupy rebellious territories that the central government is unable to manage, the vote failed 6-9.

On if Pua should be permitted to "assist the federal government and Akuv in quelling rebellions," the vote passed 8-7.

On if ŊATO should be allowed to bring in peacekeeping forces to maintain order in regions experiencing anti-government riots, the vote passed 15-0.

On if the Speaker should be permitted to speak on behalf of the Federal Government in international affairs, the vote passed 8-7.

On if the Speaker should be permitted to sign peace treaties and manage alliances, the vote passed 8-7.

On if the Akuv should be permitted to commit troops to an international matter in the absence of a Bezuv's command, the vote passed 9-6.

On if the Akuv should be permitted to declare war in the absence of a Bezuv's command, the vote failed 3-12.

On if the Speaker should be permitted to declare war in the absence of a Bezuv's command, the vote failed 1-14.

On if civil unrest should be declared by the Legislature due to the ongoing crisis, the vote passed 10-5.

An unhappy representative from Yuma County broached a proposal. On if war should be declared against Pua, the vote failed 3-12.

On if garrisons should be established in West Nogales, ready to respond, should Pua encroach further on Santa Cruz County, the vote passed 8-7.

On if the Xarslasja Royal Navy should be deployed to surround the Puan exclave island of Globe, the vote passed 8-7.

On if the XRN should be deployed to protect Xarslasjan islands in the Agmatic Ocean, the vote passed 15-0.

On if Adnarian support for the Xarslasja federal government should be made official, the vote passed 14-1.

On if federal production should be shifted to wartime measure, the vote passed 15-0.

Finally, on if there should be a vote to appoint a new Bezuv out of the members of the current legislature, the vote failed 2-13.

With all this set in motion effective immediately, there was officially no war going on, though the Speaker and Akuv effectively had the authority to do anything a war required but to officially declare war. With a large swath of the Legislature not present, many who were already unhappy with the Transitional Government saw no legitimacy in the central authority of Xarslasja anymore. Local county leaders and the leaders of rioting groups began forming cohorts to directly defy both the federal government and the Puan incursion.

4/1/2026 - Wemmi Removed, Necrocracy

Multiple members of the Legislature, especially those who stormed out before the most significant votes of the night went forward at the previous session, returned with a bold move. 10 members of the Legislature came forward with a motion to remove Jodai Wemmi as Speaker of the Legislature.

Wemmi tried to deny this motion, but she was outnumbered by the count of those promoting the motion.

In a 14-10 vote, Wemmi was removed as speaker. She protested this action as unprecedented and unconstitutional, but at this point, the majority of the Legislators viewed the authority imbued in the Speaker to be illegitimate.

The following vote was as to whether a new Speaker should be elected or if the role of Speaker should be left vacant or entirely abolished. This vote went 15-8 (23 total voters) in favor of leaving vacant, or abolishing, the role of Speaker.

Akuv Ngu was not present at this session, as he was busy organizing logistics of the crisis with diplomats from Kyaw Cen and Avenyam. Though he was not present, a vote was held to declare the Akuv the de facto head of government in the absence of a Bezuv, in a temporary role that could be made null at any point by a majority by two votes or more. This vote passed, 13-10. Those who dissented dissented so strongly that they further suggested that this entire government was an illegitimate institution. They then brought forth a motion to declare that there was, in fact, a Bezuv: Agamashuya I. As he disappeared, and there was no body found, they proposed making the role of "head of state" officially recognized to continue to be Agamashuya, despite him being, most likely, dead. Exhausted from the chaos, the Legislature passed this initiative 20-3.

All this being said, internal unrest was still unfolding throughout the country, in some cases supported by members of the Legislature itself. Some were highly concerned about Puan expansionism, others were highly concerned by the presence of the United Ŋations at the Tach3on Site, and others still absolutely enraged at the government itself. In a pursuit of clarity, 7 members of the Legislature put forth a motion to declare that United Ngations peacekeepers would be welcomed in all counties and would not be at risk of harm by any arms of the Xarslasjan government. This passed 15-8.

As for Pua, 5 members put forth a motion to sanction Pua for laying Puan flags on Xarslasjan land without official government permission. This passed 16-7.

A more enraged, Sjantunk, resident, put forth a motion to ask Ngu to engage militarily against Pua. This motion failed 11-12.

He then put forth a motion to grant the Akuv permission to use military force in any situation during which the person occupying said office considers the territory of the nation to be infringed upon. This motion narrowly passed, 12-11.

No war had been declared, but the power of the Akuv was greatly expanded by this session. A dismayed Jodai Wemmi defected to Pua.
