The Meetings of the United Ŋations are meetings of at least a quarter of member Ŋations. The motions are written down in the constitution, the interŋational law or the executives book.
First Meeting

Definitions
A United Ŋations meeting is a joint conversiation of representents of member ŋations. A Motion is a desision by the United Ŋations. It can be:
- A decision on common rules (Legal Motion)
- A decision on workings of the United Ŋations (Constitutional Motion)
- A decision on an action of the United Ŋations. (Executive Motion)
A Motion can be voted on by a member ŋation during a meeting. A Motion may be supported at any time by a member ŋation by offically announcing so.
Of the vexillogy of the United Ŋations
The standard of the United Ŋations is a Bright Azur banner adorned in its center by a silver globe.
Of the process of aproving new motions
For a motion to be prolmugated it shall:
- Be proposed in a United Ŋations meeting where are participants representents from at least three (3) member ŋations.
- Be aproved by a majority vote of the ŋations present at the meeting.
Of the acessions of new ŋations to the United Ŋations
For a ŋation to be recognised as a member of the United Ŋations it shall:
- Have an official name, and if that name is not in the Latin Alphabet (as defined by the Unicode Consortium), have a official translation or transliteration of said name.
- Be ruled by one or more active players on the Ŋəcraft server.
- Have a territorial claim that has been reasonably asked for and agreed by consensus of other Ŋəcraft players.
It is also recomeneded to ease the acession process that a ŋation have:
- At least one recognised official language
- A standard easilly reproducible within Minecraft's heraldric and vexillologic framework.
Of the use of ŋational and local scripts in texture additions.
Fonts for ŋational and local scripts may be installed insofar as they:
- Use the private-use areas of the Unicode Character space
- Signage using the script must also be provided in a script suported by the default textures of Minecraft
A working specifications of the United Ŋations specifies the sections of the Private-Use Areas currently in use by the ŋational and local scripts of member ŋations shall be created. An Office for Script Management shall be created to maintain said specification. The office of script management shall assign code points to requesting scripts within reason in a way that avoids collisions in the character space. Scripts shall be registred at the Office of Script management.
Of the working language of the Organisation
English is the working language of the United Ŋations.
Of the offices of the United Ŋations
An office of the United Ŋations is a mission assigned by the United Ŋations to a citizen of a member ŋation to ensure the smooth proceedings of the Organisation. An office can be established by the promulgation of Constitutional or Legal Motion An office can be disbanded by a Motion of the same type as the one that established it.
An officer can appointed to any office by the promulgation of an Executive Motion. An officer may resign from their office at any time for any reason. In case of a resignation, a temporary appointement can be made by support of at least 2 member ŋations that will last until the next meeting.
An executive motion suported by at least half of all member ŋations (whose support will be recorded into the motion) can remove an officer from their office. A new officer must be appointed in the same meeting, or the office disbanded. All offices of the Organisation shall have an officer be be appointed to it or be disbanded by the end of a meeting.

Establishement of the office of the Archives
The office of the Archives of the United Ŋations is established The office of the Archives shall store and render motions promulgated at meetings of the United Ŋations into a format readable on the server. The motions shall be sorted into different files by their type. The Archivist shall deliver copies of the texts of the Organisation upon request.

Of the strength of constitutional motions

A bridge or tunnel across a body of water must leave at least 7 blocks free for boat traffic every 100 blocks of span. The previous paragraph only applies to bodies of water at least 7 blocks wide. If the body of water is narrower than 7 blocks and intended as a water way it must leave at least 3 blocks free for boat traffic. To be considered free for boat traffic a passage shall:
- Be empty for at least 3 blocks above the water level
- Be composed only of water sources or waterlogged blocks with no collision for at least 2 blocks below the water level.

An embassy is the seat of a diplomatic mission in a foreign ŋation. An embassy's soil is considered to be that of the country it is physically in. Within the borders of an embassy, the laws of the country sending the mission are to be respected. A diplomatic mission is to be granted immunity within the limits of the embassy. United Ŋations laws and treaties supercede the previous paragraph An embassy has to be jointly approved by the ŋation sending the diplomatic mission and the ŋation recieving the mission, a copy of the agreement has to be submitted to the United Ŋations for archiving.

Of the establishment of the Interŋational Court of Justice
- If the scenario of of going against interŋational law is given, the Interŋational Court of Justice has the right to judge the situation given the additional laws about judgement and in the case of wrongdoing, to punish the defendant.
- If someone wishes to bring a situation to the court, the court has the right to judge over it like in (1).
- Every time the court is operating, a jury of at least three members has to be appointed in front of the court, as well as someone who documents the operation. They can also be in the jury.
- The jury must not be involved in the case.
- The jury must not have any conflicting interest?
- The jury has to be appointed in an executive motion.
- The defendant has to be able to defend themself and some person who is also involved in the case also has to be able to represent themself and the jury has to acknowledge every opinion and every proof or evidence inside of the judgement.

Definitions
A rogue wither is a wither that was summonned and subsequently lost control of.
A wither cage is a contraption with the goal of containing a wither for long term use.

- Wither for the purpose of collecting nether stars should be summoned outside of any claim without accord of the claimant, and not within 200 blocks of any player-made structure, as well as rare or significant minecraft structure. at the exception of purpose built wither fighting places, after acceptance of those by a UŊ executive motion.

Of the retrogradation of inactive and unlawful ŋations

Discussion regarding modifications of historical structures inside the borders of a Ŋation
Hilja mentions that others have expressed contention over their modification of pre-raid structures. Xhesas mentions that they are one of the people who had a problem with that and that one shouldn’t build structures of religious importance next to pre-raid structures. Hilja argues that this does not alter the original structure. Xhesas is still against it.
Hilja argues that this discussion is not about them being on trial, but about deciding on more general rules. Annwan is struggling to think of a way of expressing his opinion. Sven argues that tampering with structures made by ‘our lord Ætérnal’ is sacreligious. spook_bag argues that this should be decided on a case by case basis. Marcy argues that there is no need to propose a motion over this; Hilja agrees. Annwan says it’s ‘fine’, but for pre-raid structures, the UŊESCO should be contacted first.
Otherwise, so Annwan, repurposing a structure while keeping its spirit and general external appearance the same is acceptable. As an example, he lists building a rail line going through a house as too much of a modification. Hilja agrees, but also argues again that her building around an existing structure shouldn’t be an issue. Annwan agrees. theidealist proposes that any alterations be voted on by the UŊ first.
Xhesas disagrees, and states that Hilja’s construction of a religious building next to an existing building constitutes a repurposing of the latter for her own gains. Hilja and Annwan disagree. Hilja comments that we shouldn’t establish protection zones around buildings outside of already-established protective zones.
Hilja argues that it is worthwhile to ask whether UŊESCO wishes to protect a place before any edits to it are made.

Establishment of a North Thasusan Natural Reserve
Discussion
As the Officer of Environmental Protection, Hilja proposes to create an environmental reserve since the continent is very densely populated so as to ensure everyone else has enough unpopulated nature to enjoy. This would also include a jungle temple. This does not include anyone’s territory.
Ætérnal expresses his discontent over the fact that it wasn’t clearly communicated whether ‘Thasusa’ contains two ‘s’s or one.
Marcy argues: ‘I don't think the unclaimed area in Central Thasusa should become an interŋationally observed Natural Reserve for the sole reason it is unclaimed. If the protection of the area were a priority of the neighboring countries, they could protect it by themselves.’
Hilja argues that she could just annex the territory and donate it to the UŊEPO. Regarding a question how this land is supposed to be used should the motion pass, Hilja comments that this depends on what the Environmental Protection Agency is willing to do.
Astaryuu argues that it is worth keeping at least some nature in densely-populated areas.
Hilja also mentions that this area has been unclaimed for 6 months.

Relaxation of the protection of animals within the Ŋəri2na Natural Reserve
Hummus proposes that anyone may tame wolves from the Ŋəri2na natural reserve. Xhesas proposes to expand the motion to include any ‘despawning entity’ (i.e. anything that would despawn on its own anyway if left alone). This excludes any mobs that are always saved by the game, e.g. villagers, mobs in vehicles, named mobs.
After some discussion as to what exactly counts as an entity, and what causes entities to always be saved, ‘despawning’ is changed to ‘respawning’, as that better conveys the intent of the motion.
Amend 13.6 to exclude from the region’s status of protection any respawning Entity—that is, any entity that can spawn naturally within the reserve—which has not been named by a player. Fin and I feel, and it is reasonable to believe, that it is unfair to be held to regulations and standards created by a body that 1) does not govern the ŋorld and 2) they have no say in. Mandates:
- A Mandate is a territory in trust of the UŊ for a limited period of time. Voluntarily disbanded countries will automatically become UŊ Mandates, unless their leader has expressed a desire for this not to be the case. A Mandate may also be created from terra nullius through a UŊ motion.
- A Mandate shall have a minimum of two co-administrators assigned on its creation, to be confirmed through a simple vote of confirmation.
- The administrators of a Mandate must survey its territory for any areas of development necessitating preservation (either as a protectorate or under UŊESCO), or which can be returned to terra nullius, and to assess the interests of neighbouring states and potential claimants to the territory. The administrators may negotiate and implement territorial changes without requiring a UŊ motion, but must do so in consensus.
- Unless any specific agreement to the contrary is approved by the UŊ, a Mandate will expire automatically after three months following its establishment, with all territory therein being returned to terra nullius. Both administrators may also agree to terminate the Mandate early.
- Any existing Mandates as of the passing of this motion will have their expiration timers reset as if they were newly established, with their existing administrators in place.
Protectorates:
- A Protectorate is a territory under direct UŊ supervision for an indefinite time period, for its historical, cultural, or natural value.
- While governed by the UŊ, a Protectorate may be assigned to one of its Offices for administration upon creation.
- A Protectorate should only include developed land and its immediate surroundings, and should not contain excess virgin land. Leniency shall be afforded to natural reserves in this regard.
- Changes to the boundaries, status, or jurisdiction of a Protectorate may be made through a motion.
- Existing natural reserves shall be converted into Protectorates under the jurisdiction of the Office of Environmental Protection; likewise, UŊESCO sites shall be converted into Protectorates under the jurisdiction of the Office of Education, Science and Culture.

On Repealing of 13.6
This would repeal the Ngari2na Reserve effective immediately. This motion is suggested for the following reasons:
- The definition of the reserve is extremely broad, and encompasses at least one-fourth of the world's total badlands and desert biomes
- The reserve completely locks development in the only Wooded Badlands biomes on the server, which is against the best interest of ongoing development in the server.
- The area this reserve encompasses is entirely virgin land, with extremely few bordering nations, and is thus unlikely to be grabbed up. This issue will be addressed below.
- The Office of Environmental Protection has not carried out any significant duties in this reserve since its establishment
- There are already provisions explicitly protecting against excess collection of renewable resources such as terracotta; this added protection is unnecessary
- Other such reserve proposals, such as Motion 21.6, have been rejected since, indicating a non-zero sentiment against reserves
- This reserve was implemented by a vote of 7 in favor, which most likely would not constitute a majority vote anymore, and as such may flip in a repealment such as this
- The vast, vast majority of ŋations have not demonstrated propensity to destroy land, and there is little concern eventual claimants would do so
- The original motion was passed when land destruction was an issue, however motions have since regulated that as previously mentioned. The relevant motion was approved during Meeting 13 as well.
- Terracotta is now far more accessible to obtain anyway via villager trading (Old Cuba has 57 stonemasons) and conversion of mud to clay then smelting
- Motion 21.7 relaxed animal protections, removing a primary reason for protecting this land at all, this making that preservation moot

Background and explanation
There have been cases where during a meeting it has become obvious that a motion should be changed or split into several motions which is a problem when absentia votes have already been cast. This would shift the purpose of meetings slightly so that they serve as a discussion before finalising the motions. Members present at the meeting can still vote then and there. This is similar to how constitutional motions are already handled, where they are voted on in the meeting and if there is not enough support in the meeting there is a poll on the Discord server. There could also be a summary of the discussion put up on this website for people who were not present at the meeting, if Ætérnal wants to implement it. This is partially meant to address the concerns in [Suwi's motion about absentia voting](https://www.nguh.org/ung/motion/18), although I recognise that it might not fully address them.
Quorum issue
The reason that this motion puts a requirement on the number of ayes (votes in favour) is to avoid an issue where casting a vote against a motion causes it to pass even though it would otherwise not have passed due to not fulfilling the quorum. For example, if there was simply a requirement that in order for a motion to pass it needed more ayes than nays and the total number of votes cast needed to reach a certain quorum, then there could be a scenario like this example:
- Quorum: 10
- There are 7 ayes and 2 nays, which does not reach the quorum, so the motion does not pass
- Someone votes against, which brings it to 7 ayes and 3 nays, which does meet the quorum so the motion now passes.
This motion proposes a system where a motion passing is not dependent on the total number of votes cast, only the number of ŋations present at the meeting and the number of ayes. The reason that there is a requirement on the number of ayes is to prevent situations where e.g. there are lots of ŋations at the meeting, so it reaches the quorum, but only one ŋation actually votes on the motion, and that ŋation votes in favour, causing the motion to pass by a single vote.
Quorum amounts
Currently, the number of ŋations present required by (2) is ¼ of non-observer members, and the number of ayes required by (3) would thus be the number of non-observer members divided by eight.

On Comprehension in Absentee Voting [CONST]

Background
Since the 21st UŊ meeting, information on meeting-present votes vs. absentee votes has been marked in the wiki page. Using data from those votes, I have created graphs that show that present votes consistently involve more disagree than absentee votes, which I argue indicates a decrease of nuance conveyed to absentee voters.
Votes made during the meetings have the luxury of having a motion be clarified through presentation, questioning, and debate, but votes made in anticipation of absence do not. While the description of the motion can give valuable information, and discussion can be had in the #uŋ channel, the majority of absentee voters do not participate in discussion (and longer discussions discourage some from reading them). Moreover, the description of a motion only serves as a brief explanation before the meeting. It is *during* the meeting that crucial information is typically brought to light for the widest audience.
Considering this, I believe there is an argument to be made that absentee voters generally are not as informed as meeting-present voters. If I am correct, it can have risks. Viewing these graphs, there is far more disagreement amongst present voters than absentee voters, who have relatively consistent voting patterns by contrast. Absentee voters tend to lean toward supporting motions. Present voters are visibly mixed in their support. If both present and absentee voters had equal levels of comprehension, the patterns would not look as different as they do. I believe this could risk unintentonally-harmful motions passing because absentee votes make up a majority of votes while not understanding the drawbacks of what is voted on.
Proposal
To combat this, I propose absentee votes be required to give a minimum 1-2 sentence explanation of why they voted for/against a motion as proof that they are informed on the risks of a motion (if any), lest their vote be counted as half.
While the majority of absentee votes are due to time limitations (shown in Attachment 3), and time constraints impact absentee voters' ability to provide explanations, I hold that it is of greater risk to allow uninformed full votes than to allow uninformed half votes.

Reasoning
Having both the UŊTO and the Cenrail Corporation seems redundant. Although redundancy is good to some extent, I don't think it's wholly necessary in this case. While there will likely never be a case where Cenrail has a serious disagreement with the UŊTO, Rauratoshan would like to motion for the UŊTO to oversee Cenrail activities. This would allow Cenrail more access to UŊ members and keep everyone on the same page.

On Adding Saithe's Castle [EXEC]

Reasoning
It is one of the few bases from before the Raid (per its wiki page), so I think that it deserves UŊESCO protection similar to other pre-Raid bases such as Phoeŋix and the Capitol. Previous UŊESCO sites are now "under the jurisdiction of the Office of Education, Science and Culture." per 23.9. (for clarification on the area feel free to refer to the original ɱotion as proposed in the discord, which included an image)

On Assuring Activity in UŊ Applicants [CONST]

UŊ applications are to be limited to ŋations already having existed on the server for at least two weeks before the application. This is to be measured from the first date they declare the ŋation in #map-updates.
Example
If a ŋation started existing on May 13, it would first become eligible to join the UŊ on May 27.
Reasoning
A state which forms, joins the UŊ, and immediately becomes inactive can drag up the required quorum and make it unnecessarily harder to hit them. Additionally, a state which enters the UŊ and immediately dissolves can cause unnecessary trouble in having to remove things made for that ŋation. Before the 23rd meeting, ŋations would have to wait a period before being able to join the UŊ at its next meeting; for example, for Dróstsiśtsi it was 12 days (Apr 7->Apr 19). This allowed time for the more unstable ŋations to dissolve themselves before joining. The asynchronous method employed per 23.11 removes this limitation.
Additionally, a two week limit already has precedent in limiting joining of unstable ŋations. See Bootland, which began on Apr 22 <1>, applied for membership on May 4th, and ceased to exist on May 6th <2>. May 6th is directly two weeks after Apr 22nd; the delay in applying for membership by almost two weeks was enough for the poll to still be ongoing when Bootland dissolved. Bootland's admission was already unlikely to hit the needed quorum, but this measure would enforce a limit to prevent similar cases from other ŋations.

On Nether Treaty Buildings [CONST]

From now on, all Nether buildings are property of the ŋation that built them. If someone wishes to build a new building within 16 blocks of an existing building, they have to ask the owners of that building for permission first. This will ensure that incidents are resolved diplomatically where possible.
Reasoning
While the Nether cannot be directly claimed by another ŋation, there have been incidents regarding people building disruptively in the Nether. Therefore, this ɱotion is made.

This, too, isn’t really within the remit of the UŊ, and there are already laws about this too.

On the Prevention of Horse-Minecart Explosions on the Rail System [LEG]

Twenty-fifth Meeting
Alternate Wording for Motion 2.2 [LEG]

Motion 2.2 is reworded as follows:
- A bridge or tunnel that spans across a body of water and has large portions that reach into or near the water, must include a gap to allow for boat passage underneath.
- The gap must be a minimum of 3 blocks above the water's surface and 3 blocks wide.
- In the gap, 2 or more blocks beneath the water level must be unobstructed, i.e. only contain water source blocks or collisionless waterlogged blocks.
- The water underneath the gaps must have equal elevation to the surrounding water level.
- If the bridge/tunnel is between 7 and 100 (inclusive) blocks from beginning to end, the gap must be at least 7 blocks wide.
- For each additional 100-block span, there must be an additional gap that is at least 7 blocks wide. The spaces between gaps, as well between the first/last gaps and the ends of the bridge must not exceed 100 blocks.
- This motion shall not apply if compliance with it would entail altering the natural depth or width of the river or body of water in question.
Motivation
Motion 2.2 is intended to apply limitations on bridges to allow for water traffic to pass underneath. However, significant confusion has resulted from the failure to mention that it references bridges with supports that reach under the water. As Coldba understands it, this motion was made in reference to the Monke Island line, a bridge which did or does have a significant amount of itself reaching beneath the surface of the water. As numerous forms of bridges are possible to build in Minecraft, including many without any underwater component, it is unlikely the average reader will understand the shape of the bridge referenced in Motion 2.2, so this rewording is proposed.
On changing the absentee voting period to be after the meetings [CONST]

- The absentee voting period is changed to be after the meetings.
- Motions cannot be voted on before the meeting.
- Motions can be voted on during the meeting.
- Motions can be voted on during the absentee voting period, if the motion has not already been passed or rejected.

- If a ŋation is present at a meeting, but does not vote at the meeting, and later votes in absentia, then that ŋation is only counted for the quorum once.
- If passed, this motion does not take effect until the next meeting.
Explanatory Notes
Pleb: I think maybe if we treat the voting period after exec/legal motions like we currently treat const motions, perhaps we instead make the distinction that const motions require a larger/qualified majority to pass
Response: I think the way it currently works is that a majority of people at the vote at the meeting need to vote in favour of a constitutional motion in order for it to be sent to the rest to vote on, and if it works like that and the absentee voting period is moved to be after the meeting then the people at the meeting decide if the others get to vote on it (currently you can vote on a constitutional motion before the meeting in absentia, so this problem does not exist in the same way), so I made this proposal because I thought this would be more fair to people who can't make the meeting because of timezones/work/whatever.

Viklo: I think most people agree that the current system with voting in absentia taking place before the meeting has some issues, and it was never formally established, so the rules have always been a bit nebulous. There have been several cases where we notice during a meeting that a motion should be changed or split, which is a problem when some have already voted, and people voting in absentia before the meeting do not have access to the discussion that takes place during the meeting. That latter issue would be somewhat remedied by having the absentee voting after, since absentee voters would at least have access to the comments that are recorded in the meeting minutes on the wiki. I also think that absentee voting is something that we should have in some form, since some people can never make meetings due to timezones. As some may know, I proposed a motion last meeting for this that was rejected because it was not fully polished. In particular, the main issue is what the precise conditions should be for a motion passing. I will try to illustrate this by bringing up two possible alternatives that both have issues. One rule could be that a motion passes if more than 50 percent of all UŊ members vote in favour. The problem with this is that there are often people that don't vote or turn up to the meeting so motions may struggle to pass under this rule. Also, note that abstaining under this rule is essentially voting no. Another rule could be that there simply needs to be more yes votes than no votes. In this system, abstentions are true abstentions that don't tip the balance either way. The problem with this is that a motion could pass with, say, two yes votes to one no vote and an absurd amount of abstentions, which would not be good. The rule that I propose is that the number of yes votes needs to be more than half the number of the quorum. The quorum starts as the number of meeting participants, and if someone votes in abentia, then it increases. This means that people who abstain at the meeting are effectively voting no, and people who don't turn up to the meeting and don't vote in absentia either are true abstentions. I think this makes sense because if you are at a meeting and don't vote then maybe you aren't really in favour but if you don't even turn up or vote then maybe you don't care.
Astaryuu: I don't like this motion, because it wouldn't allow motions for this meeting to be voted in absentia.
Annwan: We never have officially formally defined absentia voting anyway.

- For typos, there are many typos in UŊ motions and fixing them would be a good idea, but just letting people running around changing the text of UŊ motions is not a good idea and making every typo correction a full on motion is also not a good idea.

On the Status of Þunan Ŋáce [EXEC]

All buildings in the area in and around the former Þunan Qumreá province of Þunan Ŋáce are to be protected by UŊESCO.
Context
The Thasusan Union has recently claimed Þunan Ŋáce and its surrounding area (Discord Message Link) and aims to create spaces for its meetings and offices there.
Noting that:
- The Lighthouse sitting on the lake in Þunan Ŋáce (also known as ‘Star Tower’) has been proposed as a UŊESCO site by several member states, including a UŊESCO officer (https://discord.com/channels/697450809390268467/1412053594882048000/1430911864438788106)
- As a founding member and active participant of the United Ŋations during its heyday, the history of Þunan Qumreá constitutes Ŋorld and UŊ history worth preserving
- The recent warlord regime proposes a threat to the architecture and prosperity of the region
- The Thasusan Union has actively requested UŊESCO involvement in its zone of control
- The Thasusan Union plans to modify structures in the area for its own uses, which may threaten the value of the site if not handled carefully

For example, if it were a member ŋation, ESC's trading card business would be required to list the odds for each rarity of card in the venue where the purchase takes place.
Rationale
Fakeworld equivalents of these rules by the European Union have shown great success in reducing the scamfulness of these types of mechanics. Not to mention, Nguhcraft is hosted by a server in the European Union, and it is a server on a game produced by a member nation of the European Union, so it is theoretically possible, though highly unlikely, that fakeworld legal trouble could be brought to Nguhcraft over not following this guideline. The above is irrelevant because ŋambling occurs with Slab-based currency, not fakeworld currency, though technically glanga have a fakeworld value, so maybe Enkavak should patch that out /j

Per the source "A Sofaoan Voyage into Darkest Slabland: an Expedition into Kiatzenha Teekonkaapanün", the island of South S'elivo has pre-Hentzo structures upon it, notably a tall glass and stone tower. Seeing as the island has remained unclaimed since the dissolution of Hentzo, the island of South S'elivo, located approximately 300 blocks northwest of Yija, should be made into a UŊESCO heritage site.
On finding the owners of ghasts [LEG]

Noting the fact that ghasts have been found occupying space in ghastports,

On the Demarcation of UŊESCO Heritage Sites [LEG]

In amendment of 23.9: Protectorates of the UŊ are henceforth, for the intent of server rules, claims. The borders of a protectorate must be marked in some way, either on the UŊCO world map or with an in-world barrier, such as fencing or walls. Such a barrier should be placed around the entire protectorate to signify what is protected. In-world barriers should be marked so as to clearly be placed by the UŊ, rather than part of the original site, such as via signage at the entrance(s).
UŊ Protectorates thus marked can be claimed by another entity (henceforth "parent ŋation"), which is referred to as a "claimed protectorate." However, protectorates require UŊ approval to be claimed by the parent ŋation, and may only be claimed under the promise that the parent ŋation does not destroy the site. If they are unclaimed by their parent ŋation, they return to UŊ stewardship.
If damage is done to a protectorate whose borders were not clear by either of the above methods, then it cannot be held against them in the IŊCJ unless their actions can be shown to have had malicious intent. A parent ŋation could prosecute such affairs, though.
Rationale
The UŊCO decided UŊESCO Heritage Sites are no longer marked on the Ŋorld Map. However, this runs counter to 14.1, which holds that damaging UŊ protectorates is a violation of interŋational law. In tandem with rules regarding Nguhri2na, such as 21.7, it is implied that UŊ policy is that such damage constitutes griefing. However, a player cannot be expected to not grief a place that appears to be terra nullius, when server rules state that terra nullius isn't a claim. As a result, they could grief a site whilst thinking it was just an unclaimed structure and thus free real estate.
Since it is unclear as to whether or not UŊ protectorates are claims, this ɱotion resolves this obscurity.

The Paulological site known as "Steve" or as the "Ruined City" is an important part of Nguhcraft's archaeological heritage and shows evidence of pre-Raid construction. Seeing as it has remained unclaimed since the dissolution of Þunan Qumreá, the structures on the island on which Steve is located should be made into a UŊESCO heritage site, including the underground sections, but _not including_ the patch of podzol.

This would be a unique and identifiable way to represent the site's association with the United Ŋations if the site were to be too large to see signage or banners from all locations.

On Clarifying the Admission Process [CONST]

The grace period of a ŋation is defined, for the purposes of this motion, as the period in between a ŋation being first created, measured as the first date they declare the ŋation in #map-updates, and the time the ŋation exists for two weeks, which is to be similarly measured.
Motions for the admission of a ŋation may start before the ŋation's grace period, but they shall not end before the grace period, even if a majority is reached. This motion supercedes and supplants motion 24.18.
Reasoning
The goal of this is to uphold the reasoning of motion 24.18 while also allowing for faster applications. If a member ŋation wishes to wait until the grace period ends, they can just not vote until then. I suggest a second ping to remind people to vote when the grace period ends, but that is on Ætérnal to decide.

For the purposes of this motion, a pet is defined as any mob that is tameable, rideable or that can trust the player in the version of Minecraft used in Nguhcraft and/or the most recent non-snapshot version of Minecraft: Java Edition.
The name of a pet is defined as the text which appears on top of the pet's head when hovering the crosshair over the pet when near enough, as a result of using a name tag on the pet.

§1 Creation of a common database for pet names
- A place for storing information on pets, most importantly species, name and owner, shall be created.
- A pet can only be added to said place either by the pet's owner or by request of the pet's owner.
- By adding or requesting the addition of a pet's information to the database
§2 On alternative methods of identifying a pet's owner
- Pets may be identified by appending a ŋation's two or three letter code somewhere on the pet's name clearly separated from the main name.
- Pets may also be identified by appending a player's name to the pet's name, also clearly separated.
§3 On finding and returning a lost pet
- A lost pet must be kept within a safe place such that it will not die.
- A lost pet should not be delivered to its owner by the player who found it without explicit permission from the pet's owner.
- If a lost pet is identified through §2.2 and it is not clear who is the owner of said pet, the burden of finding the owner is initially placed on the identified ŋation's leader.
- If a lost pet's owner is not identified through any of the methods laid out here and has not been found for a period of at least one month since finding the lost pet, the ŋation that owns the territory within which the pet has been kept may seize the pet. This must be declared to #uŋ.

Preventing Mob Destruction on the Nether Roof [LEG]

§1 All buildings on the nether roof, except for mob farms, must be spawnproofed to such an extent as to prevent hostile mobs from spawning. If a structure does not prevent mob spawning, the responsible player must be told about it and asked to fix the problem. If they refuse, do not respond, give permission to spawnproof it, or if no responsible player can be found, other UŊ members have a right to edit the structure only in such a way as to spawnproof the structure.
§2 Mob farms are allowed to spawn the mobs they farm as long as they are within a controlled space and not allowed to escape; if a farm is built that allows mobs to escape, the prior regulation will take effect.
§3 This motion constitutes an exception to motion 12.8.
Reasoning
- A player afking the spawn gold farm on the nether roof has been killed by a ghast twice in two days. Everything in the farm itself and immediate area seems to be spawnproofed, so it's not immediately clear what has been spawning these ghasts. This would allow us to edit whatever other structure has been spawning these.
- Ghasts are the most destructive mob to spawn on the nether roof. Other mobs like skeletons and even endermen are limited to scuttling around on the ground with limited attack range, while ghasts can fly around and throw fireballs that can destroy blocks (and indeed have destroyed some of the gold farm's floor). If done by a player this can constitute minor griefing, especially if it destroys something essential for the structure (eg. allowing piglins at the spawn gold farm to escape the limited enclosure mid farming).
- Griefing is already banned under interŋational law, and previous UŊ rules 9.2 and 11.2 already limit states' abilities to allow mob spawning. To an extent this motion is an extension of those two rules to the nether roof. Note that this does not apply to anything built below the nether roof, or in non-nether dimensions.
Formalising in-absentia voting to be after the meeting [CONST]

Whereas the project of the United Ŋations, while important is mostly carried out by its offices, and could reasonably continue were said offices be independent We the Delegation of the Architect(s) of Eistówú propose the following Of the United Ŋations §1 The United Ŋations as a singular organisation is hereby dissolved. §2 Its offices are restructured into independent organisations per §§4 – 28 §3 Its lands, buildings and other holdings are to be redistributed as per §§15,19,29⁊30 United Ŋations Codes and Document Standardisation Office §4 The United Ŋations Codes and Document Standardisation Office is to become an independent organisation called the Interŋational Standards Organisation, of which membership is voluntary, in charge of standardising international systems of references and documentation. §5 The Interŋational Standards Organisation shall have a Secretary-General in charge of coordination. §6 The first Secretary-General of the Interŋational Standards Organisation shall be the current officer of the United Ŋations Codes and Document Standardisation Office. §7 Membership to the Interŋational Standards Organisation is not open not only to ŋations, but to all entities with lawful sovereignty over the application of standards within their territory. §8 The Secretary-General of the Interŋational Standards Organisation must publish, with approval of all members having joined the Interŋational Standards Organisation at that point, and within fourteen days of this motion taking effect, a document outlining the workings of the Interŋational Standards Organisation. §9 Said outline must at least include: A way for the Secretary-General to be appointed; A way for the Secretary-General to be dismissed.
